ELLSWORTH COUNTY COMMISSION MEETING
MINUTES
June 17, 2013
The Board of Ellsworth County Commissioners convened this 17th day of June at the Ellsworth County Courthouse.
Members Present:
Albert W. Oller, 1st District Commissioner
Kermit Rush, 2nd District Commissioner
Terry L. Kueser, 3rd District Commissioner
OPENING BUSINESS:
Chairman Rush called the meeting to order at 9:00 a.m.
Commissioner Kueser moved to approve the Agenda with an addition. Commissioner Oller seconded the motion. Motion carried 3-0.
Commissioner Kueser moved to approve the Minutes of June 10, 2013. Commissioner Oller seconded the motion. Motion carried 3-0.
Bob Frederickson, a resident of Garfield Township, expressed his concern about the road running by his house that goes into Lincoln County. It has a lot of heavy truck traffic and he was asking if something could be done about that. He suggested crowning the road and making it narrower thus cutting down on some of the traffic. He complimented the persons now grading the road but felt more could be done. Mr. Nondorf, Road & Bridge Supervisor was at the meeting and commented that he would take a look at the road, however, it is a public road and unless they were overloaded or speeding and law enforcement took action, nothing could be done about them using the road.
APPOINTMENTS:
A department head meeting was held with the following in attendance: Rick Nondorf, Teresa Shute, Geneva Schneider, Keith Haberer, Carl Miller, Janice Sneath, Joe Shepack, Peggy Svaty and Jan Andrews. Carl Miller Appraiser, addressed the frequency of delinquent tax sales and properties that were put on the sale. He noted that there were some properties that were five to six years delinquent, but not put up for sale. The County Attorney explained that some of the properties were such that if not purchase or redeemed, the county would not want to own them. In his hearings, Mr. Miller had people express their discontent with having to pay their taxes, but others go delinquent for years and nothing is done about them. Jan Andrews, County Clerk, explained some of the procedures that will go into effect July 1st with the new random drug testing. Supervisor with those department included in the policy will have to have two hours training and it can be gotten on line. She will email them the link so they can take the class. Also, she will give packets to all of them with the necessary paper work required. The Work Comp laws have changed and an employee only has 20 days to report an accident, so make sure a report is taken and sent in whether the employee sees a doctor at that time or not. On health insurance, employee must check and make sure they have achieved 30 points in order to get a discount on their 2014 insurance. Rick Nondorf, Road & Bridge Supervisor, reported he was requesting a grant from KDOT for a bridge replacement for the Mushroom Rock Bridge and the bid on the bridge on the low road to Kanopolis will be let in August. (Found out on Wednesday that the bid date has been pushed back to December.) Storm safety was discussed and Keith Haberer, Emergency Management, offered to help any department with their safety plans. The next department head meeting will be September 16th at 9:00 a.m.
Janice Sneath, Register of Deeds, presented her 2014 budget request of $88,644.80 an increase of $2,484.80. The only increase was in the salary line item.
Keith Haberer, Emergency Management Director, had also requested a meeting with the Russell County Commissioners at this time so the two groups could discuss his job performance and the contract between the two counties that expired on May 31, 2012. A telephone conference was arranged with Russell County and the Russell County Commissioners went into executive session. Commissioner Kueser moved to go into executive session to discuss non-elected personnel from 10:35 a.m. until 10:45 a.m. Commissioner Oller seconded the motion. Motion carried 3-0. The Commissioners returned to open session at 10:45 a.m. Commissioner Kueser moved to approve the agreement with Russell County in the same form as last year. Commissioner Oller seconded the motion. Motion carried 3-0. Mr. Haberer reported he had assisted at the accident at the lake which resulted in one person drowning. He has received the EMPG grant material and will get it to them for signature. At the regional council meeting, it was discussed what to do with the extra money they got this year so they will be replacing some of the old hazmat equipment and animal trailers. The regional council has not had a representative from the Police Chiefs, but Bob Doepp, Wilson Police Chief, has volunteered to serve in that capacity. Chairman Rush inquired if the ambulance for emergency management was being started on a regular basis. Mr. Haberer replied that he had not but would check to see if the EMS Department, where it is housed, was doing it.
Carl Miller, Appraiser, presented his 2014 budget of $135,640, an increase of $5,656. He also discussed the new directive from the director of property valuation concerning the taxing the windfarms for the pads the tower sit on. The directive also includes cellular towers. The added taxes will not be on the tax rolls until 2014. He has received word that the VFW request for exemption was denied.
Joe Shepack, County Attorney, presented a letter for signature for a six month exemption for all county buildings from Senate Bill 2052 as stated in that bill. Commissioner Kueser moved to approve the letter for exempting all county building from the new concealed carry law. Commissioner Oller seconded the motion. Motion carried 3-0.
OLD BUSINESS:
The Commissioners approved the ad for the progress edition of the Ellsworth County Independent Reporter.
NEW BUSINESS:
There were no new business items.
ADJOURNMENT:
Chairman Rush adjourned the meeting at 11:50 a.m.
