ELLSWORTH COUNTY COMMISSION MEETING

                                                                                 

MINUTES

 

April 22, 2013

 

The Board of Ellsworth County Commissioners convened this 22^nd day of April at the Ellsworth County Courthouse.

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner

                                   

                                                                                                           

OPENING BUSINESS:

 

Chairman Rush called the meeting to order at 9:00 a.m.

 

Commissioner Kueser moved to approve the Agenda.  Commissioner Rush seconded the motion.  Motion carried 2-0.

 

Commissioner Kueser moved to approve the Minutes of April 15^th.   Commissioner Rush seconded the motion.  Motion carried 2-0.

 

APPOINTMENTS:

 

Roger Masse, ECMC Administrator, gave the Commissioners a review of the last Board Meeting and a monthly financial report.  On physician recruitment, an informal offer has been made to an individual, but there has not been a response at this time.  As of April 1, Medicare funding is being reduced by 2% due to the federal sequestration.  The 340B program is ongoing and achieving goals.  The program is still being worked into the financial program to insure accounting compliance.  The Community Health Needs Assessment is near completion and an analysis of the data will be forthcoming.  Although the year-to-date loss is shown as $572,722, the balance sheet is still considered strong.  There is discussion that more space is needed in the rural health clinic, however, no action has been taken.

 

Rob Fillion, Director of the Smoky Hill Economic Development, LLC, asked about the agenda process and was told that it is formulated by 12:00 Noon on Friday before the meeting on Monday.

 

Rick Nondorf, Road & Bridge Supervisor, presented the KCAMP Risk Grant application for approval.  Commissioner Kueser moved to approve the grant request.  Commissioner Rush seconded the motion.  Motion carried 2-0.  Mr. Nondorf reported he has a need for a place to store material and was able to negotiate a lease/rental agreement with Orville Voeltz for one year at a cost of $5,000.  The lease begins February, 2013 and runs through February, 2014.  Commissioner Kueser moved to approve the lease/rental agreement with Mr. Voeltz as stated.  Commissioner Rush seconded the motion.  Motion carried 2-0.  For a more permanent place to store materials, Mr. Nondorf would like to take some of the rented ground at the landfill.  Since the farm land at the landfill has just recently been leased, he would need to discuss that possibility with the renter, Jake Svaty.  If it is agreeable, the lease could be adjusted.  A bill on the fuel card system was presented for payment from the Equipment Reserve Fund.  Two bridges have just been completed, one in Carniero Township and one in Mulberry Township.

 

OLD BUSINESS:

 

The County Clerk reported that she had received a call from Lifeteam Air Service, and they could not offer the cost of membership at $35 unless Ellsworth County made them their primary benefit for such service. Their cost would $50 the same as Eagle-Med if they were not designated as the primary. Since the area is covered by two services, the county felt that individuals should have the option to choose whatever service they wanted and, therefore, would not offer it as a deduction from payroll benefits.

 

NEW BUSINESS:

 

There were no new business items.
