ELLSWORTH COUNTY COMMISSION MEETING
MINUTES
April 15, 2013
The Board of Ellsworth County Commissioners convened this 15th day of April at the Ellsworth County Courthouse.
Members Present:
Kermit Rush, 2nd District Commissioner
Terry L. Kueser, 3rd District Commissioner
OPENING BUSINESS:
Chairman Rush called the meeting to order at 9:00 a.m.
Commissioner Kueser moved to approve the Agenda. Commissioner Rush seconded the motion. Motion carried 2-0.
Commissioner Kueser moved to approve the Minutes of April 8th with a correction. Commissioner Rush seconded the motion. Motion carried 3-0.
Lou Boley, Ellsworth County's Silver-Haired Legislator, informed the Commissioners of his resignation from that position due to the fact that he is moving out of county. The Commissioners thanked Mr. Boley for his service to the county.
APPOINTMENTS:
Krystal Barnes and Susie Burt, Barton County Junior College, requested financial support for the Job Fest to be held May 9th in Barton County. They suggested a sponsorship which is $500 which could either be purchase by the county alone or with the City of Ellsworth. Chairman Rush suggested they visit with Ellsworth City Administrator, Mr. Vandall, and if agreeable, Ellsworth City and the county would split the sponsorship. They agreed to visit with the City Administrator and the Clerk will check with him after the meeting. If the city agrees, the county will share the expense giving $250 toward the sponsorship.
Amy Boxberger, Central Kansas Community Corrections, presented her 2014 Comprehensive Plan for approval. Commissioner Kueser moved to approve the 2014 Comprehensive Plan as outlined for submission to the State. Commissioner Rush seconded the motion. Motion carried 2-0. Since Mr. Kueser's term on the Central Kansas Community Corrections Board is expiring, Commissioner Rush moved to appoint Mr. Kueser to another two year term. Commissioner Kueser seconded the motion. Motion carried 2-0.
Roderic Rees, EMS Director, presented financial reports for the month of March. Also, he presented write-offs in the amount of $1,624.28 for approval. Commissioner Kueser moved to approve EMS write-offs as requested in the amount of $1,624.28. Commissioner Rush seconded the motion. Motion carried 2-0. Upon the request of Mr. Rees, Commissioner Kueser moved to go into executive session to discuss non-elected personnel from 10:15 a.m. until 10:30 a.m. Commissioner Rush seconded the motion. Motion carried 2-0. County Clerk, Jan Andrews, was included in the executive session. The Commissioner returned to open session at 10:30 a.m. Commissioner Kueser moved to raise the salary of Jermiah Brown to $8.74 effective April 1, 2013. Commissioner Rush seconded the motion. Motion carried 2-0.
Sheriff Tracy Ploutz asked for permission to apply for the Risk Avoidance Grant sponsored by our insurance carrier KCAMP. Rick Nondorf, Road & Bridge Supervisor, has also asked to apply for the grant and since the Sheriff used the grant last year, Mr. Nondorf was given approval to apply this year.
The worksession was postponed until next week.
OLD BUSINESS:
Commissioner Kueser moved to appoint Nancy Bircher as a representative for Ellsworth County to the North Central Area Agency on Aging Board of Directors. Commissioner Rush seconded the motion. Motion carried 2-0.
NEW BUSINESS:
Commissioner Rush moved to appoint Stephen Dlabal, Jr. as Trustee of Noble Township and Carmel Dlabal as Clerk of Noble Township. Commissioner Kueser seconded the motion. Motion carried 3-0.
ADJOURNMENT:
Chairman Rush adjourned the meeting at 11:00 a.m.
