ELLSWORTH COUNTY COMMISSION MEETING
MINUTES
FEBRUARY 11, 2013
The Board of Ellsworth County Commissioners convened this 11th day of February at the Ellsworth County Courthouse.
Members Present:
Albert W. Oller, 1st District Commissioner
Kermit Rush, 2nd District Commissioner
Terry L. Kueser, 3rd District Commissioner
OPENING BUSINESS:
Chairman Rush called the meeting to order at 9:00 a.m.
Commissioner Kueser moved to approve the Agenda with an addition. Commissioner Oller seconded the motion. Motion carried 3-0.
Commissioner Kueser moved to approve the Minutes of February 4, 2013. Commissioner Oller seconded the motion. Motion carried 3-0.
No one was present for the Public Forum.
APPOINTMENTS:
Carl Miller, Ellsworth County Appraiser, gave an update on the new plotter. Since they have had problems in Stafford County with the new plotter and auto desk program, he is going to delay purchasing the new plotter for Ellsworth County until they are able to work out the problems. Mr. Miller reported on the meeting he had attended with the state in regards to the taxing of cell towers and wind towers. Some counties were taxing the roads and pads and adding it to the landowner's tax statement. The State will be coming down with a new directive to all appraisers that all cell towers and wind towers would be taxed uniformly and the tax statements would be directed to the owners of the towers. He has been in contact with Oneok on their value for this year and they are in agreement. If the new proposed law that would change classification of fixtures to these plants would pass, Oneok has assured the county that they would work with us on implementation of the new law. The Oneok plant has increased about three million in value for 2013 and the helium plant about eight hundred thousand. A market study sheet was distributed to the Commissioners and will be published in the paper giving the criteria for appraisal of property this year. Most of the properties increased in value. He is allowing three months for hearings and the values will be mailed out March 1.
Doug McKinney, North Central Regional Planning Commission, gave the Commissioners an update on the services they offer the member counties. Ellsworth County has a 3.1% un-employment rate and statistics show that more people are driving into Ellsworth County to work than are driving out of the county. He shared information about two new products being introduced in the district with one being a cattle feed product and one a honey mixed with fruit being sold in a tube for instant energy. Two micro-loans are active in the county; Wilson is undergoing their second housing rehab; and weatherization, although smaller, is still being done. The North Central Homeland Security program will be conducting a hazardous materials training, communication upgrades are being made and Lorraine is getting ready for work on their sewer lift station.
OLD BUSINESS:
The Commissioners reviewed the Drug & Alcohol Testing Program proposal from TMHC Services, Inc. There were questions and the Clerk was asked to contact the company for answers to their questions.
Commissioners Rush and Kueser will attend the Ellsworth County Community Health Assessment Core Group meeting on February 15.
NEW BUSINESS:
Commissioner Kueser moved to discontinue membership in the League of Kansas Municipalities by not approving the invoice for 2013 dues. Commissioner Oller seconded the motion. Motion carried 3-0. The rational given was they were not sure what services, other than the magazine, they received.
ADJOURNMENT:
