ELLSWORTH COUNTY COMMISSION MEETING

                                                                                 

MINUTES

 

JANUARY 7, 2013

 

The Board of Ellsworth County Commissioners convened this 7^th day of January at the Ellsworth County Courthouse.

OPENING BUSINESS:

 

Chairman Oller called the meeting to order at 9:00 a.m.

 

Commissioner Kueser moved to approve the Agenda as printed.  Commissioner Rush seconded the motion.  Motion carried 3-0.

 

Commissioner Rush moved to approve the Minutes of December 31, 2012.  Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

No one was present for the Public Forum.

 

ELECTION OF OFFICERS & APPOINTMENTS FOR 2013:

 

Commissioner Oller moved to elect Kermit Rush as Chairman and Terry L.  Kueser as Vice-Chairman for 2013.  Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

Chairman Rush served as Chairman for the rest of the meeting.

 

Commissioner Rush moved to make the following appointments for 2013:

Commissioner Kueser seconded the motion.  Motion carried 3-0              

 

APPOINTMENTS:

 

Rick Nondorf, Road & Bridge Supervisor, discussed with the Commissioners the need for a new card control for the fuel pumps at the Road & Bridge.  Since all departments get their fuel from these pumps, he requested that the $15,944 for the new one to be taken from the Equipment Reserve Fund.  A payment of 25% of the total coast is due with the order.  Commissioner Kueser moved to allow the purchase of a control card for the fuel pumps at the Road & Bridge Department from the Equipment Reserve Fund with 25% or $3,986 being paid immediately and the remainder upon request.  Commissioner Oller seconded the motion.  Motion carried 3-0.  Mr. Nondorf reported he had a conversation with a different vendor for uniforms that could save the department considerable money.  He is going to do some more checking before committing.

 

Roderic Rees, EMS Director, gave the Commissioners the financials for December showing that for the year the EMS department brought in $283,799.89.  The ambulance unit that had been in McPherson after having broken down is now back in Ellsworth.  He has inquiries out on replacing the chassis on the ambulance but has only received one back so far.  Upon the request of Mr. Rees, Commissioner Kueser moved to go into executive session to discuss non-elected personnel from 10:20 a.m. until 10:30 a.m.  Commissioner Oller seconded the motion.  Motion carried 3-0.  The Commissioners returned to open session at 10:30 a.m.  Commissioner Kueser moved to move Brandon Doubrava, who has completed his Paramedic training, to the position of Paramedic at $11 per hour.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Architect, Fred Abercrombie and John Vainer, Quality Glass, presented the Commissioners with a contract for the replacement of the Courthouse windows.  Commissioner Kueser moved to enter into a contract with Quality Glass for the replacement of the Courthouse windows in the amount of $169,599.  Commissioner Oller seconded the motion.  Motion carried 3-0.  Mr. Abercombie then presented two change orders:  one for $493 for extra glass for replacement in case of accidents in the future; and one for $9,848 for replacement of the front doors to the Courthouse.  Commissioner Kueser moved to approve Change Orders 1 & 2 in the amount of $10,341.  Commissioner Oller seconded the motion.  Motion carried 3-0.  Mr. Abercrombie estimated the approximate cost of the project as $218,000 and we should expect a historical credit for $59,000.  Additional cost may be incurred for replacement of some old blinds and air-conditioners.

 

Tracy Ploutz, Sheriff, discussed a recent juvenile detention charge for a runaway.  He was asking if the County Attorney could see about recouping some of the cost as the parents took 16 days to come and get their child.  The Commissioners will visit with the County Attorney.  Also, the Sheriff has talked with the County Attorney about other law enforcement agencies picking up juveniles off the highway and making him the responsible party.  His interpretation of the law is that the officer making the stop is responsible for getting the child to a juvenile facility.  He will visit with the other agencies about this policy. The Commissioners briefly touched on the subject of renovations to the jail and explained, if they were to do something, their thoughts would be to make the space that was built as an exercise yard into usable space. 

 

OLD BUSINESS:

 

No action was taken on appointment to the NC Flint Hills Area Agency on Aging, Inc.

 

NEW BUSINESS:

 

Commissioner Kueser moved to approve a Cereal Malt Beverage License for Service Oil Company.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Oller moved to approve Abatements 45-49 for $638.90.  Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

Commissioner Kueser moved to approve Resolution 13R01, A Resolution Setting Compensation for 2013.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Oller moved to approve the following bills for payment:  Ellsworth/Kanopolis Chamber of Commerce, $200; Kansas Association of Counties, $1,885.23; and all After Prom Requests $100 each.  Commissioner Kueser seconded the motion.  Motion carried 3-0
