ELLSWORTH COUNTY COMMISSION MEETING

                                                                                 

MINUTES

 

JANUARY 22, 2013

 

The Board of Ellsworth County Commissioners convened this 22^nd day of January at the Ellsworth County Courthouse. 

 

                                                            Members Present:

                                                            Albert W. Oller, 1^st District Commissioner

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner

                                   

                                                                                                           

OPENING BUSINESS:

 

Chairman Rush called the meeting to order at 9:00 a.m.

 

Commissioner Kueser moved to approve the Agenda with an addition.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Kueser moved to approve the Minutes of January 14, 2013.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

No one was present for the Public Forum.

 

APPOINTMENTS:

 

Rick Nondorf, Road & Bridge Supervisor, requested the Commissioners to sign a transfer of exchange funds that the county has with the Department of Transportation.  At the end of 2012 the balance was $243,738.97.  Commissioner Kueser moved to authorize Chairman Rush to sign the document.  Commissioner Oller seconded the motion.  Motion carried 3-0.  Mr. Nondorf briefly discussed equipment needs for the current year.

 

Carl Miller, Appraiser, presented a proposal for a new plotter from OPI for $4,165.00.  The present one needs repairs and the repairs would be over $2,700 plus it has 8 ink cartridges that are in constant need of replacement.  The new one only has five cartridges.  Also, Mr. Miller asked if the funding could come from the Equipment Reserve Fund.  Commissioner Kueser moved to allow the purchase of a Cannon ImagePROGRAF iPF815 Printer at a cost of $4,165 to be taken from the Equipment Reserve Fund.  Commissioner Oller seconded the motion.  Motion carried 3-0.  Mr. Miller requested some time at the next Department Head meeting to discuss the GIS and how it could be used to help the different departments. He will be attending a meeting where the appraisal of windfarm roads will be discussed.  Presently, without a directive from PVD, some counties are taxing the access roads and pads the towers are on back to the landowner at market value.  Oil properties are not taxed that way and there is little difference in how the property is used in regards to access roads and pads for storage tanks.  He plans to present his information to the Director at this meeting.  The ag values for the county are in and they are mostly up from the previous year.

 

OLD BUSINESS:

 

Commissioner Rush will attend the LEPC Annual Meeting on January 24^th.

 

NEW BUSINESS:

 

There were no new business items.

 

ADJOURNMENT:
