ELLSWORTH COUNTY COMMISSION MEETING

                                                                                 

MINUTES

 

DECEMBER 31, 2012

 

The Board of Ellsworth County Commissioners convened this 31^st day of December at the Ellsworth County Courthouse. 

 

                                                            Members Present:

                                                            Albert W. Oller, 1^st District Commissioner

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner

                                   

                                                                                                           

OPENING BUSINESS:

 

Chairman Oller called the meeting to order at 9:00 a.m.

 

Commissioner Kueser moved to approve the Agenda with an addition.  Commissioner Rush seconded the motion.  Motion carried 3-0.

 

Commissioner Rush moved to approve the Minutes of December 24, 2012.  Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

No one was present for the Public Forum.

 

APPOINTMENTS:

 

Keith Haberer, Emergency Management Director, reported that the Disaster Debris Management Plan had been sent to all involved and suggested changes had been made.  It is now ready to be approved and sent to KDHE.  Commissioner Kueser moved to approve the Ellsworth County Disaster Debris Management Plan as presented.  Commissioner Oller seconded the motion.  Motion carried 3-0.  Mr. Haberer asked the Commissioners to sign a transfer of property agreement with NCK Homeland Security on the two radios received from them.  The Commissioners signed the transfer agreement.  Mr. Haberer gave the Commissioners an update on his schedule for the month of January and the meetings he would be attending.

 

Sheriff Tracy Ploutz reported he had not spent any money from the Special Law Enforcement Fund in 2012.  The exterior doors in the entry of the jail are worn out.  He is trying to fix them, but if not he may have to order new doors and it could cost about $2,000.  If they have to be replaced, he would like to take that expense from the County Building Fund instead of his budget.  The Commissioners discussed with him that if there were to be renovations to the jail; they were inclined to do the interior portion that was originally an exercise section which could gain four additional cells. 

 

At 10:00 a.m. Chairman Oller called to order a hearing on a road closure in Sherman Township.  No one was present for the hearing.  Commissioner Rush moved to close the following road in Sherman Township:

            That portion of 17^th Road, running north from Old Highway 14 along the Section 10-11

            Section line and the Section 3-2 section line, all in Township 14 South and Range 8          West (i.e. Sherman Township), in Ellsworth County, Kansas.

Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

Probably due to the snow storm, Mr. Abercrombie and Mr. Doubrava did not make their appointment with the Commissioners.

 

OLD BUSINESS:

 

There were no old business items.

 

NEW BUSINESS:

 

Commissioner Kueser moved to approve Abatements 37-43 in the amount of $253.54.  Commissioner Rush seconded the motion.  Motion carried 3-0.

 

Commissioner Kueser moved to approve the December payroll in the amount of $210,054.12.  Commissioner Rush seconded the motion.  Motion carried 3-0.

 

Commissioner Rush moved to approve the December accounts payable for $341,392.35 and pre-written warrants for $25,039.12 for a total of $366,431.47.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

ADJOURNMENT:

 

Chairman Oller adjourned the meeting at 11:25 a.m.
