ELLSWORTH COUNTY COMMISSION MEETING
MINUTES
DECEMBER 24, 2012
The Board of Ellsworth County Commissioners convened this 24th day of December at the Ellsworth County Courthouse.
Members Present:
Albert W. Oller, 1st District Commissioner
Kermit Rush, 2nd District Commissioner
Terry L. Kueser, 3rd District Commissioner
OPENING BUSINESS:
Chairman Oller called the meeting to order at 9:00 a.m.
Commissioner Rush moved to approve the Agenda. Commissioner Kueser seconded the motion. Motion carried 3-0.
Commissioner Rush moved to approve the Minutes of December 17, 2012. Commissioner Kueser seconded the motion. Motion carried 3-0.
No one was present for the Public Forum.
APPOINTMENTS:
Roger Masse, ECMC Administrator, passed out the monthly financials showing a loss of $186,280 for the year. At the present time they have a good cash flow. However, at the first of the year, they are expecting a 2% reduction in Medicare payments. Though the 340B Drug Program, they are beginning to look at contracts for drug purchases. Mr. Masse has had one interview with a medical student who is finishing in the spring. Recruitment is ongoing for a new Director of Nursing. They have an interim in the position at the present time from within the hospital staff. Contracts have been signed with all three Medicaid providers who will administer Medicaid after the first of the year. The Wilson office renovations have been completed. Joe Shepack, County Attorney, asked Mr. Masse for the insurance companies the hospitals use for liability and workman compensation. They are both specialty insurances for hospitals.
Jan Andrews, Ellsworth County Clerk, asked permission to purchase a new computer and new Microsoft Office software. The computer and software being replaced were purchased in 2006. The cost of the computer, software and labor is $1,822.23. Commissioner Kueser moved to allow purchase of a new computer, software and installation as requested. Commissioner Rush seconded the motion. Motion carried 3-0. The Commissioner also reviewed a listing of all job positions in the county and the maximum and minimum salaries assigned to those positions at the present time. The County Clerk will send that information to the department heads. If additional positions are needed or need to be changed, the department head will submit them for approval by the Commissioners. After such time as the positions are finalized, the minimum and maximum salary ranges will be reviewed with the department heads and upgraded if needed. The Clerk went over the 2012 budgeted expenses and receipts and reported everything appeared to be in good shape.
Fred Abercrombie, Architect, via a conference call, reported he had received a final cost of the actual windows for the Courthouse of $169,599 which was $5,000 less than expected. Commissioner Kueser moved to authorized Mr. Abercrombie to draw up a contact with Quality Glass to be presented to the County Commissioners for execution. Commissioner Rush seconded the motion. Motion carried 3-0.
OLD BUSINESS:
Commissioner Rush moved to approve the Chief Elected Officials Agreement for Kansas Workforce Investment Area 1. Commissioner Kueser seconded the motion. Motion carried 3-0.
NEW BUSINESS:
Commissioner Rush moved to approve the Cereal Malt Beverage License for the D&S Convenience Stop and for the D&S Oil Company. Commissioner Kueser seconded the motion. Motion carried 3-0.
Commissioner Kueser moved to approve Abatements #35 & #36 in the amount of $87.38. Commissioner Rush seconded the motion. Motion carried 3-0.

Chairman Oller adjourned the meeting at 11:45 a.m.
