ELLSWORTH COUNTY COMMISSION MEETING

                                                                                 

MINUTES

 

NOVEMBER 26, 2012

 

The Board of Ellsworth County Commissioners convened this 26^th day of November at the Ellsworth County Courthouse.

                                                            Albert W. Oller, 1^st District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner

                                   

                                                                                                           

OPENING BUSINESS:

 

Chairman Oller called the meeting to order at 9:00 a.m.

 

Commissioner Kueser moved to approve the Agenda.   Commissioner Oller seconded the motion.  Motion carried 2-0.

 

Commissioner Oller moved to approve the Minutes of November 19, 2012.  Commissioner Kueser seconded the motion.  Motion carried 2-0.

 

No one was present for the Public Forum.

 

APPOINTMENTS:

 

Tracy Ploutz, Sheriff, asked the Commissioners to consider raises for his part-time employees, especially dispatch.  He is asking for $10.50 per hour.  The Commissioners agreed to consider his request.  He has hired a replacement for Katie Nelson that is to start December 3, 2012.  He also informed the Commissioners that as soon as he got a look at his budget at the end of this month, he is going to get a new pickup.  One of the cars keeps getting hot, but the mechanics have not been able to find the problem.  He would like to replace it.

 

Rick Nondorf, Road & Bridge Supervisor, reported he had found a pickup to replace the 2002 one with 149,000 miles.  It is a 2013 ½ ton Chevrolet extended cab at a cost of $25,258.  He shared an article with the Commissioners from the KAC newsletter about the shrinking road and bridge departments in the state and how it has adversely affected the maintenance of the roads and bridges.

 

Keith Haberer, Emergency Management Director, updated the Commissioners on the emergency management events going on it the county.  Two rounds of training have been completed, one being the mobile express kit and the other that Deb Hagiber also attended was the credential class.  The KPH audit went well.  At the last LEPC meeting, a new three year training schedule was approved.  The Regional Council was looking for a fire service member from our area and we were able to get Bob Kepka to serve as the primary and John Nelson from Tescott as the secondary member.  The exercise at the Ellsworth Correctional Facility went well and the one next year will expand on what was learned at this one.  The Ellsworth LEPC nominated Brent Van Buren for the Red Cross Hero Award for his service to the county in implementing the new digital radio system and he was selected for that honor.  There will be an award presentation ceremony on December 12^th in Salina.

Adhar Johnson, Clean Line Energy Partners, reported they were getting ready to have public meetings on their project sometime in January.  At the present time, they are trying to finalize routes to submit to the KCC.  Although the project is not to start until 2015, they want to lay the ground work with public officials and landowners.

 

OLD BUSINESS:

 

Commissioner Kueser moved to approve the 2013 Tri-Rivers Local Environmental Grant (LEPG) Cooperative Agreement.  Commissioner Oller seconded the motion.  Motion carried 2-0.

 

NEW BUSINESS:

 

Commissioner Kueser moved to approve Abatements #7-12 in the amount of $727.90.  Commissioner Oller seconded the motion.  Motion carried 2-0.

 

ADJOURNMENT:

 

Chairman Oller adjourned the meeting at 11:35 a.m.
