ELLSWORTH COUNTY COMMISSION MEETING
MINUTES
DECEMBER 10, 2012
The Board of Ellsworth County Commissioners convened this 10th day of December at the Ellsworth County Courthouse.
Members Present:
Albert W. Oller, 1st District Commissioner
Kermit Rush, 2nd District Commissioner
Terry L. Kueser, 3rd District Commissioner
OPENING BUSINESS:
Chairman Oller called the meeting to order at 9:00 a.m.
Commissioner Kueser moved to approve the Agenda with an addition. Commissioner Rush seconded the motion. Motion carried 3-0.
Commissioner Rush moved to approve the Minutes of December 3, 2012. Commissioner Oller seconded the motion. Motion carried 3-0.
Billy Kryger, Pastor of the Smoky Hill Baptist Church in Ellsworth, was in attendance but did not wish to address the Commissioners.
APPOINTMENTS:
Garnell Hanson, Merv Harms, Virginia Boots and Lou Boley, representing the Ellsworth County on Aging, returned with the information requested by the Commissioners the previous week. Commissioner Kueser moved to approve $2,500 to supplement the ECCA budget for 2012. Commissioner Rush seconded the motion. Motion carried 3-0.
Teresa Shute, Noxious Weed-Landfill Supervisor, presented the Debris Management Plan for emergency purposes. It is now being reviewed by the LEPC and all involved before the final passage. She needs to replace two windows at the landfill as they have had hail damage. She was given several contractors to try and contact. Upon the request of Mrs. Shute, Commissioner Kueser moved to go into executive session to discuss non-elected personnel from 10:20 a.m. until 10:30 a.m. Commissioner Rush seconded the motion. Motion carried 3-0. The Commissioners returned to open session at 10:30 a.m. and no action was taken.
Joe Shepack, County Attorney, asked the Commissioner to consider passage of Resolution 12R18 that would allow some fees to be collected from individuals using court appointed defense counsel. The Commissioners did had a not problem with it and Commissioner Kueser moved to approve Resolution 12R18, A Resolution Authorizing The Collection of A K.S.A. 22-4529 Equivalent Fee From Persons Utilizing County-Funded Defense Counsel. Commissioner Rush seconded the motion. Motion carried 3-0.
Sheriff Tracy Ploutz reported he was down to two dispatchers and asked the Commissioner to authorize a full-time third employee to cross train as a dispatcher and corrections officer. That would bring the dispatch staff to five people. With the 2013 budget already being set, he will work with the budget he has and if necessary not purchase a vehicle next year to help with the expense of the additional staff. Commissioner Rush moved to authorize an additional full-time employee for the Sheriff's department to be used both in dispatch and jail. Commissioner Oller seconded the motion. Motion carried 3-0.
Upon the request of the County Clerk, Commissioner Rush moved to go into executive session to discuss non-elected personnel from 11:00 a.m. until 11:10 a.m. Commissioner Kueser seconded the motion. Motion carried 3-0. The Commissioner returned to open session at 11:10 a.m. and no action was taken.
OLD BUSINESS:
The appointment of a board member for North Central-Flint Hills Area Agency on Aging was tabled.
NEW BUSINESS:
Commissioner Kueser moved to allow expenditures for the Courthouse Window Project expended in 2013 to be paid from the 2012 budget. Commissioner Oller seconded the motion. Motion carried 3-0.
Commissioner Kueser moved to accept the resignation of Carmel Dlabal, Noble Township Clerk. Commissioner Rush seconded the motion. Motion carried 3-0.
Commissioner Kueser moved to approve Abatements 13-15 in the amount of $1,376.32. Commissioner Rush seconded the motion. Motion carried 3-0.
ADJOURNMENT:
Chairman Oller adjourned the meeting at 11:45 a.m.
