ELLSWORTH COUNTY COMMISSION MEETING

                                                                                 

MINUTES

 

NOVEMBER 5, 2012

 

The Board of Ellsworth County Commissioners convened this 5^th day of November at the Ellsworth County Courthouse.

                                                            Albert W. Oller, 1^st District Commissioner

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner

                                   

                                                                                                           

OPENING BUSINESS:

 

Chairman Oller called the meeting to order at 9:00 a.m.

 

Commissioner Rush moved to approve the Agenda.   Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

Commissioner Rush moved to approve the Minutes of October 29, 2012.  Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

No one was present for the Public Forum.

 

APPOINTMENTS:

 

Rick Nondorf, Road & Bridge Supervisor, and Marc Woods, Post Rock Wind Capital, met with the Commissioner to discuss last minute items that needed to be addressed now that the construction phase of the windfarm has been completed.  There are two bills at Kirkham & Michael that have not been paid and per Mr. Nondorf's conversation with the head of construction, material was promised and has not been received.  Mr. Woods said he had picked up the bills from Kirkham & Michaels and was resubmitting them.  He will also talk to the construction firm, RMT, about the material owed to the county or they may want the county to access the escrow funds in lieu of receiving the material.  Since they will be in operation this week, there should be an in lieu of tax payment this year and he will check to make sure it is in the budget to be paid.  Mr. Woods will make an appointment later in the month once everything is on track.

 

Roderic Rees, EMS Director, presented the financial report for October showing $243,735 has been collected so far this year.  With the administration of Medicaid being changed the first of year, there might be some difficulty getting payments separated between them and the Health Department as Ellsworth County has only one EIN number.  He inquired if each entity could get their own EIN number.  The County Clerk will check with the auditor.  The Commissioner discussed the timeliness of getting the payroll to the Clerk's office and to make sure that all employee time sheets are accounted for when turning in the payroll.

 

Commissioner Rush left at 10:35 p.m. to attend a funeral.

 

OLD BUSINESS:

 

The Clerk explained that there was a rehab tax payment of $900 for the Historical Society due on the Courthouse replacement windows.  Commissioner Kueser moved to approve a $900 payment to the Historical Society.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

NEW BUSINESS:

 

Commissioner Oller moved to approve the October payroll in the amount of $178,371.03.

Commissioner Kueser seconded the motion.  Motion carried 2-0.

 

Commissioner Oller moved to approve the October account payable for $108,206.11 and prewritten warrants of $28,772.84 for a total of $146,978.95.  Commissioner Kueser seconded the motion.  Motion carried 2-0.

 

Commissioner Kueser moved to approve an added tax in the amount of $2,514.20.  Commissioner Oller seconded the motion.  Motion carried 2-0.

 

ADJOURNMENT:
