ELLSWORTH COUNTY COMMISSION MEETING

                                                                                 

MINUTES

 

OCTOBER 15, 2012

 

The Board of Ellsworth County Commissioners convened this 15^th day of October at the Ellsworth County Courthouse. 

 

                                                            Members Present:

                                                            Albert W. Oller, 1^st District Commissioner

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner

                                   

                                                                                                           

OPENING BUSINESS:

 

Chairman Oller called the meeting to order at 9:00 a.m.

 

Commissioner Rush moved to approve the Agenda with an addition.   Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

Commissioner Kueser moved to approve the Minutes of October 8, 2012.  Commissioner Rush seconded the motion.  Motion carried 3-0.

 

No one was present for the Public Forum.

 

APPOINTMENTS: 

 

Todd Wacker, representing Hi Plaines Sand, informed the Commissioners they had expanded their sand location and that it can now be loaded from the plant outside Kanopolis.  The Road & Bridge Supervisor had been given a tour of the new facilities and they discussed their grade of sand which they felt would compare with the sand that is presently being used on the county roads.  With the rising cost of fuel and the time spent on hauling the sand from other locations, Mr. Wacker felt they could be competitive in supply Ellsworth County with road sand and would like the opportunity to do so.  Presently, the townships are using the course sand and seemed to be pleased with it.

 

Roderic Rees, EMS Director present the financial report for September and a list of uncollected accounts they would like to have written off.  Commissioner Kueser moved to write off $82 of uncollectable accounts.  Commissioner Rush seconded the motion.  Motion carried 3-0.  The ambulance that had been in the shop for a couple of week has been repaired.  It was an intake gasket seal that needed to replace at a cost of $1,800.  He has checked into putting a new motor into this ambulance, but has been advised not to due to the fact they would have to put a different motor in and hooking all the wires into the ambulance bed, could be a nightmare and extremely costly.  Mr. Rees reported he has several pagers that are inoperable but is looking at text paging before he does anything with the pagers.

 

Keith Haberer, Emergency Management Director, reported the Table Top Exercise had been changed to November 16^th at the Ellsworth Correctional Facility.  The next LEPC meeting will concentrate on the LEPC exercise schedule for the coming year.  The meeting at Crisis City was discussed and Commissioner Kueser thought he might be able to attend the first day.  There is some money left through the North Central Homeland Security Council and he has put in a request for additional equipment for the EMS Department.  Mr. Haberer also discussed text paging and the move to narrow banding that needs to be completed by the first of the year.

 

Rick Nondorf, Road & Bridge Supervisor, heard complaints about 21^st road and what could be done.  Also, the Commissioner discussed Mr. Wacker's conversation and asked that Mr. Nondorf try some of the sand on the county roads as he is an in-county vendor.  Mr. Nondorf felt that the sand was priced too high but when you figure in the cost of fuel and labor to haul from other locations it could be competitive.  Also, Mr. Wacker said they could work with us on the price. Mr. Nondorf reported that he might be hiring a new employee.

 

Brian Stone, President of KEMA and Gary Burgess, Vice President, presented Mr. Haberer, Ellsworth County/Russell County Emergency Management Director, with the Annual Emergency Management Professional of the Year Award.  Also, he was presented with a special certificate from NOAA for excellence on storm related activities in April, 2012.  The Commissioners expressed their congratulations to Mr. Haberer on these awards and complemented him on his excellent service to Ellsworth County.

 

OLD BUSINESS:

 

The Commissioners agreed to place a 3x10.5 ad in the Ellsworth County I/R Nov. 22^nd edition.

 

NEW BUSINESS:

 

There were no new business items.

 

ADJOURNMENT:

 

Chairman Oller adjourned the meeting at 11:55 a.m.
