ELLSWORTH COUNTY COMMISSION MEETING

                                                                                 

MINUTES

 

July 23, 2012

 

The Board of Ellsworth County Commissioners convened this 23^rd day of July 2012 at the Ellsworth County Courthouse. 

 

                                                            Members Present:

                                                            Albert W. Oller, 1^st District Commissioner

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner

 

                                                                                                           

OPENING BUSINESS:

 

Chairman Oller called the meeting to order at 9:00 a.m.

 

Commissioner Oller moved to approve the Agenda with a change.   Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

Commissioner Rush moved to approve the Minutes of July 16, 2012.  Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

No one was present for the Public Forum.

 

APPOINTMENTS:

 

Roger Masse, ECMC Administrator, passed out financial reports showing a year-to-date loss of $235,110.  However, they are in the pre-audit stage and those figures could change.  Mr. Masse reported the consensus of the hospital board was to go forward with a minor renovation of the existing medical clinic in Wilson.  Also, he has initiated recruitment for an additional physician at ECMC.  Presently, they are providing assistance to Kayla Gray and Katie Moore who are two years away from making a final employment decision.  Mr. Masse discussed the return of the money received the sale of the Administration Building to the Health Care Foundation The money will be transferred to the hospital after the budget is amended in August.

 

Tina Davis, Director of the Rural Health Clinic, Teresa Kyler and Lynette Dick, asked the Commissioners to support the efforts by a consortium of cities, organizations and other health organizations in the community to meet their goal of healthier communities.  Although they did not have time to write a grant for this year, they are building on their vision and will be ready for the next round of grants that might be available. 

 

Keith Haberer, Emergency Management Director, informed the Commissioners the Community Emergency Response Team class is scheduled to be held September 14-16 at the ECMC administration building.  Also, he has some questions regarding the debris management plan he and Teresa Shute are developing for Ellsworth County.

 

Ronda Kasiska, Health Supervisor, reported the air-conditioner in the health building  is not working and needs to be replaced.  The Commissioners authorized the purchase of a new one for $2,978.

 

A work session on the 2013 budget was held.  After going over the presented material, changes were requested and the information was given to the County Clerk.  They will meet on Tuesday at 1:30 to look at the budget again.

 

OLD BUSINESS:

 

There was no action on the Burn Ban.  It is still in effect.

 

NEW BUSINESS:

 

There were no new business items.

 

RECESS:

 

Chairman Oller recessed the meeting until Tuesday, July 24^th at 1:30 p.m. to continue the 2013 budget.

July 24, 2012

 

Chairman Oller called the meeting to order at 1:30 p.m. to look over final figures for the 2013 budget.  The County Clerk was instructed to give the final figures to the auditor for final budget preparation.  Mr. Hofmeier will be here on the 30^th at 8:30 a.m. to finalize the budget and set a hearing date.

 

ADJOURNMENT:

 

Chairman Oller adjourned the meeting at 3:00 p.m.
