ELLSWORTH COUNTY COMMISSION MEETING

                                                                                 

MINUTES

 

July 16, 2012

 

The Board of Ellsworth County Commissioners convened this 16^th day of July 2012 at the Ellsworth County Courthouse. 

 

                                                            Members Present:

                                                            Albert W. Oller, 1^st District Commissioner

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner

 

                                                                                                           

OPENING BUSINESS:

 

Chairman Oller called the meeting to order at 9:00 a.m.

 

Commissioner Rush moved to approve the Agenda.   Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

Commissioner Rush moved to approve the Minutes of July 9, 2012.  Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

No one was present for the Public Forum.

 

APPOINTMENTS:

 

Ronda Kasiska, Health Supervisor, submitted her 2013 budget of $285,399, an increase of $19,718 or 6.72%.

 

Geneva Schneider, County Treasurer, asked for a budget of $116,500 for 2013, an increase of $7,018 or 2%.

 

Roderic Rees, EMS Director, submitted his budget for 2013 of $457,680.  That is an $11,688 increase over 2012 or 2.6%.

 

Sabrina Bourbon, Kevin Shoemaker, Richard Barkow, John Mehler, Rachael Meyer and Joanie Glaser, representing the Ellsworth Senior Center, visited with the Commissioners about their budget request for 2013.  If they were to ask for their ideal amount it would be $26,000, an increase of $4,000 from last year.  They had to borrow from savings last year and their savings is down to $2,000 so if they have a shortfall next year, there is not much to draw from.  Also, the board discussed the problems they have with the state office not being able to meet their needs and hindering them in making the system work so they can provide the necessary services to the elderly.

 

OLD BUSINESS:

 

No action was taken on the burn ban.  It is still in effect.

 

NEW BUSINESS:

 

There were no new business items.

 

 

Chairman Oller recessed the meeting until Tuesday, July 17^th at 1:30 p.m.

 

 

RECESSED MEETING, JULY 17, 2012

 

Chairman Oller called the meeting to order at 1:30 p.m. and all Commissioners were in attendance.  Commissioner Rush moved to go into executive session to discuss non-elected personnel at 1:32 p.m. until 4:00 p.m.  Chairman Kueser seconded the motion.  Motion carried 3-0.  The Commissioner returned to open session at 4:00 p.m. and gave the County Clerk some figures for preparation of the 2013 budget.  Meeting was recessed until July 19^th at 1:30 p.m.

 

RECESSED MEETING, JULY 19, 2012

 

Chairman Oller called the meeting to order at 1:30 p.m. and all Commissioners were in attendance.  Rob Fillion, Smoky Hill Economic Development Director, presented a request for $50,000 for Economic Development for the 2013 budget.  That would be an increase of $2,500. The County Clerk presented some preliminary figures for the 2013 budget.  The Commissioners discussed those figures and made changes where they felt necessary and returned the information to the Clerk for final preparation.

 

ADJOURNMENT:

 

Chairman Oller adjourned the meeting at 4:30 p.m.
