ELLSWORTH COUNTY COMMISSION MEETING

                                                                                 

MINUTES

 

May 21, 2012

 

The Board of Ellsworth County Commissioners convened this 21^st day of May 2012 at the Ellsworth County Courthouse. 

 

                                                            Members Present:

                                                            Albert W. Oller, 1^st District Commissioner

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner

 

                                                                                                           

OPENING BUSINESS:

 

Chairman Oller called the meeting to order at 9:00 a.m.

 

Commissioner Rush moved to approve the Agenda as amended.  Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

Commissioner Rush moved to approve the Minutes of May 14, 2012. Commissioner Kueser

seconded the motion.  Motion carried 3-0.

 

No one was present for the Public Forum

 

APPOINTMENTS:

 

Roger Masse, ECMC Administrator, presented financial information for April showing a loss of $283,892.  The Health Care Charitable Foundation met last Thursday to go over the draft rental agreement and had some suggested changes.  Those changes are being reviewed by both attorneys and Mr. Masse.  At the last board meeting, the Board voted to pay off the revenue bonds as the building is being sold.  This should be accomplished by June 29^th.   Another meeting has been scheduled with the Wilson City Mayor to see what involvement they want to have in the Wilson Clinic.  Mr. Masse also discussed the new Medicaid law, which will contract with private companies for Medicaid services.

 

Carl Miller, Ellsworth County Appraiser, advised the Commissioners that he and Oneok have come to a mutually agreed appraisal of the plant of 21,417,540.  The values will be certified to the County Clerk the first week of June.

 

Joe Shepack, County Attorney, presented a deed for the sale of property to MGM, LLC.  Commissioner Rush moved to sell and convey the following property to MGM, LLC for $11,500

A tract of land in the Parkton Addition to the City of Ellsworth, in Ellsworth County, Kansas, hereinafter described as follows:

 

Commencing At The Intersection Of The East Line Of Evans Street With The North Line Of Kunkle Drive, Thence On An Assumed Bearing Of South 00 Degrees 29 Minutes 52 Seconds West, 259.95 Feet Along The East Line Of Evans Street; Thence South 89 Degrees 32 Minutes 35 Seconds East, 274.65 Feet To The Point Of Beginning; First Course, Thence South 89 Degrees 32 Minutes 35 Seconds East, 75.00 Feet;

Second Course, Thence South 00 Degrees 29 Minutes 52 Seconds West, 200.11 Feet; Third Course, Thence North 89 Degrees 32 Minutes 35 Seconds West, 75.00 Feet; Fourth Course, Thence North 00 Degrees 29 Minutes 52 Seconds East, 200.11 Feet To The Point Of Beginning. This Tract Containing .344 Acres, More Or Less

 

            Subject To: Easements, Restrictions, Right of Ways, Zoning Ordinances,

and Restrictive Covenants of Record.

 

Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

Wilson Senior Center, represented by Joyce Langhofer, Jeanne Seifers, Barbara Fischer, Mary Ellen Stoppel, Fern Steinle and Richard Whitmer, presented their budget for 2013.  They are requesting $24,000 up 41% from 2012.  Mr. Whitmer explained that the building was showing some age and needed repairs accounting for some of the budget increase. The Commissioners explained that they probably could not fund that type of an increase but would give their budget thoughtful consideration.

 

Teresa Shute, Noxious Weed-Landfill Supervisor, has talked with the state about the continuous pit at the landfill and if we were permitted for such.  She is meeting with the state and Kirkham Michael & Assoc. next week.  With the number of pits that are already permitted, the consensus of the Commissioners and Mrs. Shute was to leave the plan as is.  Mrs. Shute reported that Trisha Wacker was leaving and that she has several applications for the position.

 

OLD BUSINESS:

 

There were no old business items.

 

NEW BUSINESS:

 

Commissioner Kueser moved to appoint Debra Hyman and reappoint Richard Booher to the Ellsworth County Medical Center Board for a term beginning July 1, 2012.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

The County Clerk was asked to send an email to the Governor's office asking that he retain the funding for the LEPP program and to remind Department Heads that 2013 budgets need to be submitted by July 16.
