ELLSWORTH COUNTY COMMISSION MEETING

                                                                                 

MINUTES

 

May 14, 2012

 

The Board of Ellsworth County Commissioners convened this 14^th day of May 2012 at the Ellsworth County Courthouse. 

 

                                                            Members Present:

                                                            Albert W. Oller, 1^st District Commissioner

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner

 

                                                                                                           

OPENING BUSINESS:

 

Chairman Oller called the meeting to order at 9:00 a.m.

 

Commissioner Kueser moved to approve the Agenda as presented.  Commissioner Rush seconded the motion.  Motion carried 3-0.

 

Commissioner Rush moved to approve the Minutes of May 7, 2012. Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

Billy Kryger, Pastor of the Smoky Hill Baptist Church in Ellsworth, was in attendance but did not wish to address the Commissioners.

 

APPOINTMENTS:

 

Pat Murray and Clara McCoy, representing Central Kansas Mental Health Center, met with the Commissioners to make their budget request for 2013.  They requested $21,840 and increase of 4% or $840.  Mrs. Murray discussed the changes being made in Medicaid to a private payer system and how those changes might affect them. 

 

Leonard Havercamp, Jack Rathbun and Michael Johnson representing the VFW, requested a landfill waiver for the debris from the burned VFW hall to be taken to the landfill.  Commissioner Rush moved to grant a landfill fee waiver of $1,500 to the VFW for debris from the burned facility.   Commissioner Kueser seconded the motion.  Motion carried 3-0.  Mr. Havercamp asked if they could bring the medical equipment that was stored in the VFW to the ambulance building to be stored with the beds.  The Commissioners felt it would be fine but will consult with the EMS Director.

 

Joan Bohl, from the Advertising Department of the Ellsworth County Independent Reporter, informed the Commissioners they were going to be doing a special progress section in the newspaper chronicling all the new developments going on in the county.  The last one was done in 2009 and the county participated with an ad and she asked if they would like to participate again.  The Commissioners agreed they would do a ¼ page ad again.

 

Roderic Rees, EMS Director, presented the signed agreement between the county and Holyrood City for emergency services using the Fire Chief's vehicle.  After a brief discussion, it was decided that the old ambulance, a 2000 Ford, would be put on Purple Wave.  Mr. Rees asked that the Rescue truck that is being used by the Ellsworth Fire Department and in their possession, be transferred to them.  Commissioner Kueser moved to gift the rescue vehicle to Ellsworth City.  Commissioner Rush seconded the motion.  Motion carried 3-0.  The recent inspection was discussed and Mr. Rees assured the Commissioners the deficiencies sighted either had been or will be taken care of within the time frame allotted.   Starting in June, several techs will be attending transition classes at Barton Junior College for their advance EMT certificates.  When consulted on the VFW moving some of the medical equipment that survived the fire to the ambulance building, Mr. Rees said it would be fine.

 

Rick Nondorf, Road & Bridge Supervisor, shared an article on horizontal drilling or fracturing and some of the road problems incurred when operations moved into a county.  He was going to talk with Harper County to see what problems they had and how Ellsworth County could be pro-active before that kind of operation moved into the county.  Also, Mr. Nondorf discussed the state revolving loan changes that would now take eleven years to do the two bridges that are on the program.  There are federal obligation funds the county might be able to use and get both bridges done in six years and the cost would be less because of the regulations.  He will check into that program and get back to them.

NEW BUSINESS:

 

Commissioner Kueser moved to approve the renewal of the contract with Russell County for a Shared Emergency Management Director.  Commissioner Rush seconded the motion.  Motion carried 3-0.

 

Commissioner Kueser moved to accept the proposal from Gilmore & Bell for a Bond Compliance

Service Agreement.  Commissioner Rush seconded the motion.  Motion carried 3-0.
