ELLSWORTH COUNTY COMMISSION MEETING

                                                                                 

MINUTES

 

FEBRUARY 13, 2012

 

The Board of Ellsworth County Commissioners convened this 13^th day of February 2012 at the Ellsworth County Courthouse. 

 

                                                            Members Present:

                                                            Albert W. Oller, 1^st District Commissioner

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner                

                                                                                                           

OPENING BUSINESS:

 

Chairman Oller called the meeting to order at 9:00 a.m.

 

Commissioner Kueser moved to approve the Agenda as printed.  Commissioner Rush seconded the motion.  Motion carried 3-0.

 

Commissioner Oller moved to approve the Minutes of February 6, 2012. Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

APPOINTMENTS:

 

Sheriff Tracy Ploutz requested to use the $2,000 Risk Avoidance Grant offered by K-Camp for a guard and light bar to be put on the new truck.  The Commissioners questioned whether anyone else had expressed an interested in it.  The County Clerk responded that the email on the grant was sent out about two weeks ago and she had not had a response from anyone.  Commissioner Rush moved to allow the Sheriff to apply for the K-Camp Risk Avoidance Grant.  Commissioner Oller seconded the motion.  Motion carried 3-0.  Commissioners Kueser discussed with the Sheriff some complaints from his neighborhood on the lack of information on an incident last week.  Residents thought they should have been notified of any danger so they could take appropriate measures and one resident called and asked that a Deputy check out a vacant residence and did not receive any response from the Sheriff's office.  The Sheriff explained that they were working two incidents at that particular time, and although it is their policy to call, he could not verify that it was done.  Later in the meeting Sheriff Ploutz came back into the meeting after having checked the telephone tapes and explained there was a misunderstanding between the dispatcher and one of the residents about who would contact other residents in the area.

 

Carl Miller, Appraiser, reported there would be another hearing on Senate Bill 317 on Wednesday and he would not be able to attend due to a class schedule.  Commissioner Rush talked with a McPherson County Commissioner and he informed Commissioner Rush that the McPherson County Commissioners  would be attending the hearing on Wednesday in opposition to Senate Bill 317.  The Ellsworth County Commissioners will also attend the hearing.  Upon the request of Mr. Miller, Commissioner Kueser moved to go into executive session to discuss non-elected personnel from 9:35 a.m. until 10:00 a.m.  Commissioner Oller seconded the motion.  Motion carried 3-0.  The Commissioners returned to open session at 10:00 a.m. and no action was taken. 

 

Rod Rees, EMS Director, has visited with Holyrood again and they will allow the use of the Fire Chiefs vehicle as a response vehicle and will charge $35 per run.  That seemed to be acceptable to all and Mr. Rees will see that the proper written agreements are drawn up for signature.  Unit #109, the 2006 Ford ambuance chassis had a diesel leak and they took it to Choitz Bros.   It could be one of several things; however, it will have to be torn into to make sure.  It could be a head gasket, or a new engine.  With only 67,000 miles on it, the Commissioners asked that he take it to a diesel repair place and have it fixed.

 

OLD BUSINESS:

 

It appears that the Mr. Booher is interested in continuing his service to the ECMC Hospital Board and would like to serve another term when his expires in July of 2012.  Another person has expressed an interest in the second seat held by Robert Hudson.  According to the board policy, Mr. Hudson has served two terms and is not eligible for reappointment.  The Commissioners tabled the appointments until later in the year.

 

NEW BUSINESS:

 

Commissioner Kueser moved to approve Resolution 2012R04, A Resolution Amending Existing County Resolution 08R04.   Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Kueser moved to approve Resolution 2012R05, A Resolution Giving Notice Of A Hearing On The Neighborhood Revitalization Program For Ellsworth County.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

ADJOURNMENT:

 

Chairman Oller adjourned the meeting at 12:15 p.m.
