ELLSWORTH COUNTY COMMISSION MEETING

                                                                                 

MINUTES

 

JANUARY 9, 2012

 

The Board of Ellsworth County Commissioners convened this 9^th day of January 2012 at the Ellsworth County Courthouse.

                                                            Albert W. Oller, 1^st District Commissioner

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner                

                                                                                                           

OPENING BUSINESS:

 

Chairman Oller called the meeting to order at 9:00 a.m.

 

Commissioner Rush moved to approve the Agenda.  Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

Commissioner Kueser moved to approve the Minutes of January 3, 2012. Commissioner Oller seconded the motion.  Motion carried 3-0.

 

APPOINTMENTS:

 

David Criswell, Wilson City Mayor, gave a presentation to the Commissioners encompassing the history, needs and plans for economic development for the City of Wilson.  This was done to emphasize their NR program of 100% rebates for ten years and ask that the county be a part of their program.  At the present time, the county has offered two plans in which they are going to participate but did not plan to enter into any plan with a ten year rebate.  Mr. Criswell thanked them for them time and asked that they reconsider their decision not to participate.

 

At 10:00 a.m. the Commissioners opened the bids for the Ellsworth County Law Enforecement Center Electrical Improvements.  There were two approved bids.  Another bid was received after the date of closing and it was not accepted.  Heineken Electric Company bid $11,784 and Hedlund Electric bid was $6,775.  The Commissioners will confer with the consulting engineer and schedule an acceptance of a bid next week.

 

Upon a request by Carl Miller, County Appraiser, Commissioner Kueser moved to go into executive session at 10:46 a.m. until 11:10 a.m. to discuss non-elected personnel.  Commissioner Rush seconded the motion.  Motion carried 3-0.  The County Clerk, Jan Andrews, was asked to attend some of the session.  The Commissioners returned to open session at 11:10 a.m. and no action was taken.    Mr. Miller updated the Commissioners on the K-State ag values for 2012.  It appears the value of dry cropland will be going up as well as other soil types.  The information will be published in the Ellsworth County Independent Reporter next week.  As discussed last year, Mr. Miller would like to replace the copier and has a bid of $6,768.  Commissioner Kueser moved to approve the purchase of a copier from OPI in the amount of $6,786 to be taken from the Equipment Reserve account.  Commissioner Rush seconded the motion.  Motion carried 3-0.

 

Lou Boley, Ellsworth County Silver-haired Legislator, asked the Commissioner to contribute, as they have in the past, to his expenses to attend the sessions and meetings.  Commissioner Kueser moved to approve $400, the same as last year, for the expenses of the Silver-haired Legislator.  Commissioner Rush seconded the motion.  Motion carried 3-0.

 

OLD BUSINESS:

 

Commissioner Kueser moved to approve the final payment to Griffith Construction Company for the Cell 12 excavation at the landfill in the amount of $9,009.50.  Commissioner Rush seconded the motion.  Motion carried 3-0.

 

NEW BUSINESS:

 

Commissioner Rush moved to approve the 2012 KAC dues for $1,833.75.  Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

Commissioner Kueser moved to approve the 2012 North Central Regional Planning Commission dues in the amount of $3,500.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Rush moved to approve Abatement 76 for $56.26.  Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

ADJOURNMENT:

 

Chairman Oller adjourned the meeting at 12:15 p.m.  Due to the Martin Luther King holiday, the next meeting will be on Tuesday, January 17, 2012.
