ELLSWORTH COUNTY COMMISSION MEETING
MINUTES
NOVEMBER 28, 2011
The Board of Ellsworth County Commissioners convened this 28th day of November 2011 at the Ellsworth County Courthouse.
Members Present:
Albert W. Oller, 1st District Commissioner
Kermit Rush, 2nd District Commissioner
Terry L. Kueser, 3rd District Commissioner
OPENING BUSINESS:
Chairman Kueser called the meeting to order at 9:00 a.m.
Commissioner Rush moved to approve the Agenda as printed. Commissioner Oller seconded the motion. Motion carried 3-0.
Commissioner Oller moved to approve the Minutes of November21, 2011 with a correction. Commissioner Rush seconded the motion. Motion carried 3-0.
Billy Kryger, Pastor of the Smoky Hill Baptist Church in Ellsworth, was in attendance but did not wish to address the Commissioners.
APPOINTMENTS:
Sheriff Tracy Ploutz answered questions the Commissioners had about a bill from Motorola Solutions on flashing and templates for the new rebanded radios. The charge was to complete the trunking of the new digital phones that he had already purchased before the group trucking that is taking place now. As soon as the other talk groups are finalized, they will be downloaded into their radios. Sheriff Ploutz was also questioned about the newspaper "letter to the editor" where communication between the Wilson City Police and his office was questioned. The Sheriff stated there was not a communication problem between the two entities and that the letter was not factual. The Invitation To Bid for the electrical work at the jail was discussed with a bid letting to be January 9, 2012 at 10:00 a.m.
Rick Nondorf, Road & Bridge Supervisor, reported they had finished hauling millings but still have rock to haul. However, ¾ inch rock is being used for the interstate work so they will not start making the ½ inch rock until after the first of the year. He will have the ½ inch rock invoiced so he can take it out of his budget this year. With the state work, windfarms and electrical work, a lot is happening on county roads. Mr. Nondorf participated in the meeting for the new digital radio system and would like to request two hand held radios for his department in order to be able to respond in emergency situations with other emergency departments in the county. The approximate cost of the two radios and chargers is $2,488.10 and he would like to order them as soon as possible so they can be set up when the other county radios are being done. Commissioner Kueser moved to allow the Road & Bridge department to purchase two radios at an approximate cost of $2,488.10. Commissioner Oller seconded the motion. Motion carried 3-0. Kirkham Michael inspects 220 bridges that have over a 20ft opening as required by law and his department will inspect the other 600 bridges and document them with photos. Some of the items that Mr. Nondorf is thinking about purchasing at yearend are: (1) a new door for one of the truck sheds at a cost of $3,042, (2) a tire machine that breaks down tires at an approximate cost off $5,000 and (3) a John Deere tractor and Tiger mower equipped with equipment that would allow a batwing mower to be attached if purchased at a later date. The tractor and mower would be approximately $78,258. Mr. Nondorf has been looking for grants that might be available to do 40 highway. That could cost as much a $3.5 million.

Commissioner Oller moved to reappoint Lavel Heitschmidt to the 20th Judicial District Juvenile Advisory Board. Commissioner Rush seconded the motion. Motion carried 3-0.
