ELLSWORTH COUNTY COMMISSION MEETING

                                                                                 

MINUTES

 

OCTOBER 24, 2011

 

The Board of Ellsworth County Commissioners convened this 24^th day of October 2011 at the Ellsworth County Courthouse.

                                                            Terry L. Kueser, 3^rd District Commissioner                

                                                                                                           

OPENING BUSINESS:

 

Chairman Kueser called the meeting to order at 9:00 a.m.

 

Commissioner Rush moved to approve the Agenda as printed.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Rush moved to approve the Minutes of October 17, 2011.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

No one was present for the Public Forum.

 

APPOINTMENTS:

 

Trevor Pfannenstiel, Engineer with Kirkham Michael & Associates, presented an Additional Services Authorization in the amount of $8,000 on the construction phase of the landfill expansion.  Teresa Shute, Noxious Weed-Landfill Supervisor, agreed with Mr. Pfannenstiel that this service would cover staking the pit, observation and inspection of the grade.

Commissioner Kueser moved to approve the amendment of $8,000 for construction services for the landfill expansion. Commissioner Rush seconded the motion.  Motion carried 3-0.

 

Carl Miller, Appraiser, informed the Commissioners that he had set up an appointment for November 21 for all entities to meet with them to agree on the final draft of the renewal of the Neighborhood Revitalization Program.  Presently, Wilson City has expressed a desire to have a different plan for Wilson.  This would be a time that all cities and schools can address their concerns or comment on the program.  The Kansas County Appraisers Association has sent an invoice to help defray the cost of Orion program enhancements in the amount of $635.50.  At the present time, three of the upgrades he can agree with but two other he felt were unnecessary.  Therefore, he would only pay half of the billed amount.  The Commissioners felt that was acceptable.   Mr. Miller is enrolled in a Leadership Program through Pawnee County and as one of his projects; he is arranging a forum with all governmental and school board to discuss the sharing of services plus communication with one another.

 

Pat Kinnaird and Clara McCoy, representing Central Kansas Mental Health Center, updated the Commissioners on the events, services and legislation offered through the Center in the past two quarters.  They continue to have low staff turnover and a high demand for service.  Although they did not end up with additional state cuts for primary contact, they do expect a reduction in funds for screening individual for hospitalization who does not have Medicaid.  They have started a program called Mental Health First Aid and will be teaching class in Lincoln and Ellsworth County after the first of the year.

 

Roderic Rees, EMS Director, presented a request from CMS/Medicare for an enrollment fee of $505 for 2011.  Also, the funds must be sent electronically either through a debit or credit card.  Commissioner Kueser moved to pay the enrollment fee of $505 to CMS/Medicare though the EMS Debit Card.  Commissioner Rush seconded the motion.  Motion carried 3-0.   Mr. Rees presented an Ellsworth County EMS Uniform Allocation/Allowance Policy for review.  The Commissioners had some suggestions and clarifications which Mr. Rees will incorporate and bring back for final approval.  Commissioner Rush moved to go into executive session to discuss non-elected personnel from 11:23 a.m. until 11:35 a.m.  Commissioner Oller seconded the motion.  Motion carried 3-0.  Mr. Rees was included in the executive session.  The Commissioners returned to open session at 11:35 a.m. and no action was taken.

ADJOURNMENT:
