ELLSWORTH COUNTY COMMISSION MEETING

                                                                                 

MINUTES

 

OCTOBER 17, 2011

 

The Board of Ellsworth County Commissioners convened this 17^th day of October 2011 at the Ellsworth County Courthouse.

OPENING BUSINESS:

 

Chairman Kueser called the meeting to order at 9:00 a.m.

 

Commissioner Rush moved to approve the Agenda as printed.  Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

Commissioner Rush moved to approve the Minutes of October 10, 2011.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

APPOINTMENTS:

 

At 9:00 a.m. the Commissioners held a bid-letting for Landfill Cell 12 Construction.  There were three bids.  In attendance were Harold & Terry Griffith and Larry Schieferecke, Kirkham, Michael & Associates.  The bids were as follow:  Griffith Construction $90,095, Meis Construction $154,875 and Malm Construction $174,625.  Mr. Scheiferecke took the bids with him to compare against estimates and confirm the bid bonds.  Mr. Scheiferecke returned later and recommended the acceptance of the bid from Griffith Construction.  The Commissioners inquired about the completion date of the project and Mr. Scheiferecke replied that it was bid for completion by December 31, 2011.  Commissioner Kueser moved to accept the bid in the amount $95,095 from Griffith Construction for opening of Cell 12 at the landfill.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Rick Nondorf, Road & Bridge Supervisor, reported the changes in the State's bridge construction process through their 80/20 program.  The money from the federal government will now flow directly to the state instead of the counties and the state will take 10% of that money.  However, the engineering will be covered by the state when in the past it was paid by the county.  The bridge on the low road outside of Kanopolis to Ellsworth will be up for bid in August 2013.  Also, now the bridge will have to be paid first by the county and then reimbursed by the state.

 

Mr. Nondorf has been looking for a used semi-truck and has found one in Salina.  It is a 2005 Freightliner with 195,000 miles at a cost of $49,000.  Commissioner Kueser moved to approve the purchase of a 2005 Freightliner Semi from Kansas Truck Center in Salina at a cost of $49,000.  Commissioner Rush seconded the motion.  Motion carried 3-0.  Mr. Nondorf discussed the Ford mowers and the excessive amount of repairs that has been done on them and would like to replace them.  Commissioner Rush asked if he had considered buying at least one batwing mower to be used on the blacktops.  Mr. Nondorf replied he had thought about it but was concerned about the cost.  The John Deere mowers have held up real well.

 

Lenora Henderson, Health Department, reported they were having trouble with their server and need to upgrade the software on their server as well as their computers.  The cost of both software upgrades would be $1,719.40 and they would like to take that from their Capital Outlay fund.  There would be an additional cost for labor that would come from the regular health budget.  Commissioner Kueser moved to approve the purchase of software to upgrade the server and computers in the amount of $1,719.40 to be taken from the Health Capital Outlay Fund.   Commissioner Oller seconded the motion.  Motion carried 3-0.
