ELLSWORTH COUNTY COMMISSION MEETING

                                                                                 

MINUTES

 

SEPTEMBER 26, 2011

 

The Board of Ellsworth County Commissioners convened this 26^th day of September 2011 at the Ellsworth County Courthouse.

                                                            Albert W. Oller, 1^st District Commissioner

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner                

                                                                                                           

OPENING BUSINESS:

 

Chairman Kueser called the meeting to order at 9:00 a.m.

 

Commissioner Rush moved to approve the Agenda as amended.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Oller moved to approve the Minutes of September 19, 2011.  Commissioner Rush seconded the motion.  Motion carried 3-0.

 

Billy Kryger, Pastor of the Smoky Hill Baptist Church in Ellsworth, was in attendance but did not wish to address the Commissioners.

 

APPOINTMENTS:

 

Roger Masse, ECMC Administrator, passed out the financial reports for August showing a net profit of $140,794. The patient satisfaction scores for the month also finished very strong although there was a slight decrease in the patient census.  A decision on the Wilson Clinic has been deferred.  Dr. Kepka is interested in selling his clinic and a comparison is being made on the different options available.  They have had meetings with the Lucus Clinic Board and have worked out a schedule for providing coverage and will monitor the usage of the Clinic.  Physicians' contracts have been deferred until the year of the year.  The Health Care Foundation has donated just under $70,000 for the purchase of three pieces of equipment.  The are keeping abreast of the new federal legislation regarding health care and are going to review the stragetic plan that was put into operation two years ago.

 

Rod Rees, EMS Director, reported the county's share for the grant of two FEMA trailers to be used for mass casualties would be $1,620.  Commissioner Kueser moved to allow Mr. Rees to pursue the FEMA grant to purchase two trailers.  Commissioner Oller seconded the motion.  Motion carried 3-0.  Gladiator football sponsors have requested ambulance standby for their games, but are not able to pay the per game charge of $75.  One of his staff has volunteered to go to the games with a medical pack at no charge and if an ambulance is needed be able to call one out.  There are only three games a year.  The Commissioners felt that it was a good solution.

 

CHAIRMAN KUESER LEFT THE MEETING AT 9:50 A.M.  VICE CHAIRMAN, AL OLLER PRESIDED UNTIL HIS RETURN AT 10:15 A.M.

 

Tracy Ploutz, Sheriff, presented a quote to make his radios compliant with state's new digital system in the amount of $7,241.50.  The Commissioners expressed their view that this was a good decision and they would consider how they would be funded when they received a cost estimate of other radios in the county being converted.  Sheriff Ploutz reported that at a conference he attended, he went to a technology session and is very interested in the body cameras.  He is checking into them.

 

OLD BUSINESS:

 

Commissioner Rush moved to approve Resolution 2011-R-12, A Resolution Designating An Emergency Management Coordinator and A Physical Location For the Office of Emergency Management of Ellsworth County, Kansas.  Commissioner Oller seconded the motion.  Motion carried 2-0.

 

NEW BUSINESS:

 

Commissioner Rush moved to approve the 2012 Central Kansas Mental Health Contract.  Commissioner Oller seconded the motion.  Motion carried 2-0.

 

Commissioner Rush moved to proclaim the month of October as Down Syndrome Awareness Month for the County of Ellsworth.  Commissioner Oller seconded the motion.  Motion carried 2-0.

 

Commissioner Rush moved to approve flu shots for county employees.  Commissioner Oller seconded the motion.  Motion carried 2-0.

 

The Commissioners asked the Clerk to draft a letter, in compliance with the new by-laws, to the North Central Regional HS Council to add Keith Haberer, Ellsworth County Emergency Management Director, as a representative for Ellsworth County.

 

ADJOURNMENT:
