ELLSWORTH COUNTY COMMISSION MEETING

                                                                                 

MINUTES

 

SEPTEMBER 12, 2011

 

The Board of Ellsworth County Commissioners convened this 12^th day of September 2011 at the Ellsworth County Courthouse.

                                                            Albert W. Oller, 1^st District Commissioner

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner                

                                                                                                           

OPENING BUSINESS:

 

Chairman Kueser called the meeting to order at 9:00 a.m.

 

Commissioner Rush moved to approve the Agenda as amended.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Oller moved to approve the Minutes of September 6, 2011.  Commissioner Rush seconded the motion.  Motion carried 3-0.

 

No one was present for Public Forum.

 

APPOINTMENTS: 

 

Teresa Shute, Noxious Weed-Landfill Supervisor plus Kirkham Michael & Associates representatives, Jon Halbgewachs and Larry Schieferecke, discussed the permit that is needed to start the new pit in the landfill.  As yet, the state has not received the information requested from Kirkham Michael & Associates on August 2^nd.  Once the requested information is received the state will issue a permit so we can bid the project.  Mr. Scheiferecke promised that it would be sent to the state today.  It was agreed the request for bids would be published in the paper with a closing of bids October 14^th and opening of bids on October 17^th.  The request for bids will also be published in the trade paper.  Mrs. Shute asked whether the old tractor should be sold on Purple Wave or by sealed bid.  Also, the battery is dead on the old tractor.  Should she replace it or sell it as is?  The Commissioners agreed that the battery should be replaced and trying selling it with sealed bids first.  After delivery of the tractor, she noticed that one of the tires appeared to be cracked and there is not a key to the cab.  She notified them about the tire and they are going to replace it.  She will check with them on the cab key before paying.

 

Frank Toman, representing the Smoky Hill Charitable Foundation, made the Commissioners aware of the many grants they give out each year and their unique opportunity to get a matching grant from the Health Foundation in the amount of $300,000 to establish a Healthy Living  Fun Fund within the Smoky Hill Charitable Foundation.  The community has five years to raise $600,000 for the full grant, however, the Health Foundation will match any total amount that is donated within those five years.  Mr. Toman asked that they consider donating some of the wind farm money when received to this fund.

 

Larry Sharp, representing KCAMP insurance, gave the results of the appraisal firm hired to appraise any and all county building valued over $100,000.  Of course, all the properties were valued hired than previously valued and the new value is what the insurance premiums will be based upon this year.  He felt the premiums would not necessarily go higher due to the fact that they had a professional appraisal now and the reinsurance companies would not inflate their value due to a non-professional value before.

 

Keith Haberer, Russell County Emergency Management Director, brought the contract from Russell County Commissioners to share his position with Ellsworth County.  The Commissioners will have the County Attorney review the contract and then put it on the Agenda for approval.  Mr. Haberer reported he had a meeting with Roy Folk, LEPC, and Brent VanBuren about the new radios and they were working to solve the problems.  He also had talked with the State and Ellsworth County will be able to get the three exercises in this year to get the EMPG grant.

 

Wilson City Police Chief, Bob Doepp, questioned if we had made any decisions on the trucking of the radios and the Commissioners responded that had been decided at this time.

 

OLD BUSINESS:

 

There were no old business items.

 

NEW BUSINESS:

 

Commissioner Rush moved to approve Resolution 2011-R-11, A Resolution Wherein The County Uses Its Home Rule Powers To Carry Out The Unfunded Mandate of K.S.A. 22a-215 & Rescinding Resolution 2011-R-08.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Rush moved to approve Refunding Warrants 144-155 in the amount of $9,554.56.  Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

Commissioner Kueser moved to approve a Proclamation stating  the fourth Monday of every September as FAMILY DAY- A DAY TO EAT DINNER WITH YOUR CHILDREN.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

ADJOURNMENT:
