ELLSWORTH COUNTY COMMISSION MEETING
MINUTES
JULY 18, 2011
The Board of Ellsworth County Commissioners convened this 18th day of July 2011 at the Ellsworth County Courthouse.
Members Present:
Albert W. Oller, 1st District Commissioner
Terry L. Kueser, 3rd District Commissioner
OPENING BUSINESS:
Chairman Kueser called the meeting to order at 9:00 a.m.
Commissioner Kueser moved to approve the Agenda with changes. Commissioner Oller seconded the motion. Motion carried 2-0.
Commissioner Oller moved to approve the Minutes of July 11, 2011. Commissioner Kueser seconded the motion. Motion carried 2-0.
APPOINTMENTS:
Teresa Shute, Noxious Weed-Landfill Supervisor, was not able to be at the meeting but asked the County Clerk to report the baler listed on Purple Wave sold for $3,100.
Members of the Wilson Opera Board, Susan Curtis, Gordon Zahradnik and Jane Galliart, and Clelia McCrory, ESSDACK, met with the Commissioners to discuss the possibility of the county sponsoring a Community Development Block Grant for rebuilding the walls of the Wilson Opera House which was damaged in a fire. The amount they would be seeking is $400,000 with a match from the Board of approximately $80,000. Ms. McCrory, a grant writer, explained that the match would have to come from donations. Although the Commissioners have sponsored grant before, they felt that they would have to have some plans and cost estimates before making such a decision. They also questioned if the county would be liable for any money if the grant match could not be raised. Mr. McCrory will see that the information will be forthcoming.
At 10:00 a.m. a meeting was held with approximately 30 residents of Lorraine and surrounding area in regards to the placement of collection lines on 10th Rd. George Hiechel, Kimberly Travnichek, Susan Ritter and others spoke to the issues of the line in regards to health matters, safety, interference with emergency communications and property value. Also, they expressed their concerns about not having a public meeting to inform the residents of the line and what they perceived to be a lack of due diligence on their part to do more research on the project before signing the agreement. The Commissioners have visited with the Wind Capital Group and, where possible, they are trying to work with each individual landowner to maybe move the line to the half-mile line. Due to construction starting in September, the group suggested that the Commissioners see if the agreement could be voided. The Commissioners will visit with the County Attorney about their request and also contact the Wind Capital Group to see if they can communicate any success they might have in moving the line. The group asked that the Lorraine City Clerk be notified of any progress so they could be informed.
OLD BUSINESS:
The County Clerk reported that she had visited with KAC about the GIS download to NAVTEQ and was advised there was no problem with giving the information to them. Therefore, she asked that a fee of $500 be paid for the download. They accepted the offer and upon receipt of their check, the download will occur.
NEW BUSINESS:
The hail damage to county building was not considered by the insurance company to be enough to generate a claim. The reports will be on file and if there is damage in the future that would require a claim, the small damage for the July 2nd storm will be included in the repairs.
Commissioner Kueser moved to approve a one year renewal of the maintenance and service agreement for the IBM iSeries 400. Commissioner Oller seconded the motion. Motion carried 2-0.

Chairman Kueser adjourned the meeting at 12:25 p.m.
