ELLSWORTH COUNTY COMMISSION MEETING

                                                                                 

MINUTES

 

AUGUST 22, 2011

 

The Board of Ellsworth County Commissioners convened this 22^nd day of August 2011 at the Ellsworth County Courthouse. 

 

                                                            Members Present:

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner                

                                                                                                           

OPENING BUSINESS:

 

Chairman Kueser called the meeting to order at 9:00 a.m.

 

Commissioner Rush moved to approve the Agenda as printed.  Commissioner Kueser seconded the motion.  Motion carried 2-0.

 

Commissioner Rush moved to approve the Minutes of August 15, 2011.  Commissioner Kueser seconded the motion.  Motion carried 2-0.

 

Billy Kryger, Pastor of the Smoky Hill Baptist Church in Ellsworth, was in attendance but did not wish to address the Commissioners.

 

 

APPOINTMENTS:

 

Roger Masse, ECMC Administrator, reported a $58,000 profit for the month of July and a good cash flow.  Great Plains Health Alliance has started their annual audit.  Mr. Masse stated that the 80% patient satisfaction goal has been reached and is hovering around 84%.  Regarding the Wilson Clinic, the Board is reviewing their options of either purchasing a building or constructing one.  He and the Board felt this was something that needed to done before making a final decision.  The Health Care Foundation has provided some monetary support for new equipment.

 

Dennis  Colsden, North Central Regional Coordinator for Ks Emergency Management, met with the Commissioners and discussed the search for a new Emergency Management Director and urged the Commissioners to consider the position as a fulltime one rather than a part-time one.  The Commissioners thanked them for his information and his offer of help when a new director is hired.

 

Sheriff Tracy Ploutz gave the Commissioners a copy of the draft proposal sent by the electrical engineer for the updating of the jail electrical system.  Final recommendations and budget information will be forthcoming.

 

OLD BUSINESS:

 

Commissioner Rush made a motion to raise the amount of landfill waiver fee for municipalities from $1,000 to $1,500.  Commissioner Kueser seconded the motion.  Motion carried 2-0.

 

NEW BUSINESS:

 

The Commissioners reviewed the applications for Emergency Management Director and tabled any action until all the Commissioners were available.

 

ADJOURNMENT:

 

Chairman Kueser adjourned the meeting at 10:30 a.m.
