ELLSWORTH COUNTY COMMISSION MEETING

                                                                                 

MINUTES

 

AUGUST 15, 2011

 

The Board of Ellsworth County Commissioners convened this 15^th day of August 2011 at the Ellsworth County Courthouse. 

 

                                                            Members Present:

                                                            Albert W. Oller, 1^st District Commissioner

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner

                                                           

                                                                                                                       

OPENING BUSINESS:

 

Chairman Kueser called the meeting to order at 9:00 a.m.

 

Commissioner Rush moved to approve the Agenda as printed.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Rush moved to approve the Minutes of August 8, 2011.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

APPOINTMENTS:

 

Teresa Shute, Noxious Weed-Landfill Supervisor, brought in some changes that needed to be made to the Regional Solid Waster Plan in regards to Ellsworth County.  Commissioner Rush will be attending the meeting on August 25^th and will see that the changes are made.  Mrs. Shute also discussed an incident at the landfill where a man, who was drunk, was left at the landfill and she called the Sheriff for assistance and there was no response.  She has discussed it with the Sheriff who conveyed that he felt it was a low-priority call.  However, she felt that if you call, someone should respond.

 

At 10:00 a.m. Commissioner Kueser called the 2012 Budget Hearing to order.  There was no one in attendance for the hearing.  Commissioner Rush moved to approve 2012 Budget.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Tim Vandall, Ellsworth City Administrator, asked for clarification on the waiver of landfill fees for municipalities.  There is an abandoned structure that the owner would like to take down and asked if it would qualify for the waiver.  The Commissioners responded that the waiver was for properties actually owner by the municipality and they could not extend it to private property.  Mr. Vandall discussed the roof repairs needed on the armory. Two years ago they replaced a third of the roof using insurance funds.  The portion needing repairs now is the NW side of the building.  If the repairs are extensive, the city might be asking the county for help since they use the building for the 4-H fair.

 

OLD BUSINESS:

 

Commissioner Kueser moved to rescind the burn ban.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

NEW BUSINESS:

 

Commissioner Rush moved to appoint Terry L. Kueser as Delegate and Albert W. Oller as Alternate to the Kansas Association of Counties, KCAMP, & KWORC Annual Meetings. Commissioner Oller seconded the motion.  Motion carried 3-0.

 

ADJOURNMENT:

 

Chairman Kueser adjourned the meeting at 10:40 a.m.
