ELLSWORTH COUNTY COMMISSIONER MEETING
MINUTES
APRIL 25, 2011
The Board of Ellsworth County Commissioners convened this 25th day of April 2011 at the Ellsworth County Courthouse.
Members Present:
Albert W. Oller, 1st District Commissioner
Kermit Rush, 2nd District Commissioner
Terry L. Kueser, 3rd District Commissioner
OPENING BUSINESS:
Chairman Kueser called the meeting to order at 9:00 a.m.
Commissioner Rush moved to approve the Agenda with additions. Commissioner Oller seconded the motion. Motion carried 3-0.
Commissioner Oller moved to approve the Minutes of April 18, 2011. Commissioner Rush seconded the motion. Motion carried 3-0.
Billy Kryger, Pastor of the Smoky Hill Baptist Church in Ellsworth, was in attendance but did not wish to address the Commissioners.
APPOINTMENTS:
Roger Masse, ECMC Administrator, passed out a report from K-State on The Importance of the Health Care Sector to the Kansas Economy and the financial reports for March, 2011. The staff is working on the 2012 budget with consideration to the state and federal issues that might affect rural hospitals. The Risk Management position has been filled from present staff. Dr. Kepka is being honored as Rural Doctor of the Year by the Rural Hospital Association at their annual meeting in Austin, Texas. The letter refusing the grant for the safe room has been prepared but not sent. They are awaiting some additional information to be included in the letter.
Doug McKinney, North Central Regional Planning Commission, shared information on establishing a Capital Improvement Plan. The Plan could be used to address long range projects and could be funded by some of the proceeds of the in lieu of tax money.
Teresa Shute, Noxious Weed & Landfill Supervisor, talked with the KDHE this morning and they still do not have the plans for the landfill. Chairman Kueser will again check with Kirkham Michael & Associates to see why the information has not been submitted. Mrs. Shute asked for clarification on the landfill waiver as she has had inquiries from a city requesting to use their waiver for a city clean-up. The Commissioners clarified that the waiver is for property owned by the entity that is torn down and brought into the landfill, not for city clean-ups.
Keith Haberer, Russell County Emergency Management Director, visited with the Commissioners about the proposal to share his services with Ellsworth County. As the Director, he has no problem with taking on Ellsworth County for a six month trial period. The next step would be for Russell County to draw up an Interlocal Agreement for those services spelling out the details of the arrangement. Mr. Haberer will see that copies of agreements from other counties that share services are sent to them and will visit with the Russell County Commissioners about the specifics of the agreement between Ellsworth County and Russell County.
Upon the request of Jan Andrews, Ellsworth County Clerk, Commissioner Rush moved to go into executive session to discuss non-elected personnel from 10:50 a.m. until 11:00 a.m. Commissioner Oller seconded the motion. Motion carried 3-0. The Commissioner returned to open session at 11:00 a.m. and no action was taken.
OLD BUSINESS:
There were no old business items.
NEW BUSINESS:
Commissioner Kueser moved to rescind the burn ban effective today, April 25, 2011. Commissioner Rush seconded the motion. Motion carried 3-0.
Chairman Kueser reported that he had contacted Delmar Kohls about the doors on the restrooms and concession stand at the 4-H barn and he felt they could be repaired instead of replaced and will see if he can get someone to do the work.
ADJOURNMENT:
Chairman Kueser adjourned the meeting at 11:20 a.m.
