ELLSWORTH COUNTY COMMISSIONER MEETING

 

MINUTES

 

March 28, 2011

 

The Board of Ellsworth County Commissioners convened this 28^th day of March 2011 at the Ellsworth County Courthouse. 

 

                                                            Members Present:

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner

                                                           

                                                                                                                       

OPENING BUSINESS:

 

Chairman Kueser called the meeting to order at 9:00 a.m.

 

Commissioner Rush moved to approve the Agenda as printed. Commissioner Kueser seconded the motion.  Motion carried 2-0.

 

Commissioner Rush moved to approve the Minutes of March 21, 2011.  Commissioner Kueser seconded the motion.  Motion carried 2-0.

 

No one was present for the open forum.

 

APPOINTMENTS:

 

Ellsworth County Fire Chiefs, Bob Kepka, Terry Hoss, Gary Everett, Joe Travnichek and Mark Breford, met with the Commissioners to discuss the problem with commercial burns.  They felt that people who burn land for a fee should have to reimburse fire departments if they have to be called in when a burn gets away from them.  The Commissioners suggested that perhaps the county should issue a permit to commercial burners and that they would have to show proof of liability insurance before a permit was issued.  All parties felt that a permit would be useful and the Commissioners will visit with the County Attorney about it.

 

Rick Nondorf, Road & Bridge Supervisor, reported that he is low on help and may have to hire someone before the summer road work begins.

 

Tim Vandall, Ellsworth City Administrator and Carl Miller, Appraiser, presented a request for a variance on the Neighborhood Revitalization program to increase the ceiling from $1.5 million.  The request came from Ellez Real Estate representing Carrico who is planning to build a commercial enterprise in Ellsworth County.  Commissioner Rush moved to allow a ceiling variance to $2.5 million for the stated commercial project through the Neighborhood Revitalization project.  Commissioner Kueser seconded the motion.  Motion carried 2-0.   

 

OLD BUSINESS:

 

The County Clerk gave the Commissioners material from Beth Vallier at ECMC regarding the job description for an Emergency Management Director.  If the safe shelter is built, the maintenance of the building as well as the operation of it would have to come under someone at the county level not the hospital.  Mrs. Vallier stated that it would go under an emergency management person and since the county would be advertising for that position, she left a description of those duties could be included.  The Commissioners tabled it at this time as they have not opened that position.

 

NEW BUSINESS:

 

Commissioner Rush moved to approve Abatement 129 in the amount of $109.56.  Commissioner Kueser seconded the motion.  Motion carried 2-0.

 

The Commissioners authorized a letter of support for the City of Ellsworth Safe Routes to School Grant Program.
