ELLSWORTH COUNTY COMMISSIONER MEETING
MINUTES
APRIL 4, 2011
The Board of Ellsworth County Commissioners convened this 4th day of April 2011 at the Ellsworth County Courthouse.
Members Present:
Kermit Rush, 2nd District Commissioner
Terry L. Kueser, 3rd District Commissioner
OPENING BUSINESS:
Chairman Kueser called the meeting to order at 9:00 a.m.
Commissioner Rush moved to approve the Agenda with additions. Commissioner Oller seconded the motion. Motion carried 3-0.
Commissioner Rush moved to approve the Minutes of March 28, 2011. Commissioner Oller seconded the motion. Motion carried 3-0.
No one was present for the open forum.
APPOINTMENTS:
USD #327 Superintendent, Ken Arnhold, newly appointed Superintendent Eric Reed and Board Member, Gregg Hoffman, met with the Commissioners to discuss the in lieu of taxes money the county would be receiving from the Post Rock Wind Farm project. They would like to receive some of the money on a yearly basis to help with capital projects. Also included in the conversation was why the Commissioners decided to have the money come directly to the General Fund rather than having it distributed to the different entities according to the levies. The Commissioners stated that in doing it that way, the state would be receiving a portion of the money and they felt the money should be used to help lower the mill levy for all taxpayers. During the conversation, the Commissioners expressed their desire to help the school district, however, they felt the school should request funding on a yearly basis and the requested amount be for educational needs rather than capital projects. The wind project is scheduled for completion in 2012 so the money would not be available until the end of the 2012 and, therefore, not able to be budgeted until 2013.
David Bailey, Post Rock Rural Water District #1, explained that Ellsworth County has the most land in the water district, therefore, to petition for attachment of land into the district the Ellsworth County Board of Commissioners has to set the hearing for the attachment of the land and, after the hearing, approve the petition. Commissioner Rush moved to set a hearing date of April 11, 2011 at 10:00 a.m. in the Commissioner Room of the Ellsworth County Courthouse for the attachment of land to the Rural Water District #1. Commissioner Oller seconded the motion. Motion carried 3-0. The County Clerk will send out notices to all landowners with a copy of the petition and the hearing date.
The Commissioners discussed several bills they recently received for autopsies, in particular, an accident on I-70. The asked the County Clerk to contact Shawn McGowan, PA to make an appointment to visit with him and the other appointed county coroners about autopsies.
OLD BUSINESS:
There were no old business items.
NEW BUSINESS:
Commissioner Rush moved to approve the March payroll in the amount of $167,404.70. Commissioner Oller seconded the motion. Motion carried 3-0.
Commissioner Rush moved to approve the March accounts payable and pre-written warrants for a total of $110,477.46. Commissioner Oller seconded the motion. Motion carried 3-0.
Commissioner Rush moved to approve 2010 Tax Additions in the amount of $455.10 and 2010 Abatements in the amount of $474.98. Commissioner Oller seconded the motion. Motion carried 3-0.
OTHER BUSINESS:
The Commissioners will attend an informational meeting with the Ellsworth County Medical Center Board of Directors on April 5th at 5:45 p.m. regarding the grant received for a safe room at the hospital.
ADJOURNMENT:
Chairman Kueser adjourned the meeting at 11:00 a.m.
