ELLSWORTH COUNTY COMMISSIONER MEETING

 

MINUTES

 

APRIL 18, 2011

 

The Board of Ellsworth County Commissioners convened this 18^th day of April 2011 at the Ellsworth County Courthouse. 

 

                                                            Members Present:

                                                            Albert W. Oller, 1^st District Commissioner

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner

                                                           

                                                                                                                       

OPENING BUSINESS:

 

Chairman Kueser called the meeting to order at 9:00 a.m.

 

Commissioner Rush moved to approve the Agenda.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Rush moved to approve the Minutes of April 11 & April 12, 2011.  Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

Billy Kryger, Pastor of the Smoky Hill Baptist Church in Ellsworth, and Brent Van Buren were in attendance but did not wish to address the Commissioners

 

APPOINTMENTS:

 

Fire Chiefs, Bob Kepka, Mark Breford and Gary Everett, were present to discuss a permitting policy for controlled burns to be enacted January of 2012.  Those farmers wanting to do a controlled burn will have to apply for a burn permit through the County Clerk's office that would be good for the whole year.  Once they obtain the permit, they have to follow the already established conditions for activating a burn using that burn permit number to get final approval.  Also, a resolution will be passed along with the permit listing costs associated with the fire departments response.  The fire chiefs have arrived at a cost of $200 per truck per hour and they will bill the individuals.  The Commissioners will consult with the County Attorney before finalizing the permit.

 

Tracy Ploutz, Sheriff, reported he had a bid from Nece Electric for the rewiring of the jail but no specs.  He will place an ad for other bids and sort through them at that time.  Instead of hiring an investigator at this time he is planning on reassigning Jamie Montoya, Lieutenant, to the position and hiring two road deputies.  He has twelve applications for road deputy that he will be testing next week.

 

OLD BUSINESS:

 

A telephone conference with Russell County was held to discuss the sharing of an Emergency Management Director.

 

NEW BUSINESS:

 

The County Clerk will work with our insurance carrier, KCAMP, to schedule detailed building appraisals with their representatives, Hirons & Associates, Inc.  Once the schedule is arranged, the County Appraiser will be asked to participate in the appraisal.

 

The Commissioners do not plan to attend the KCCA Conference this year.
