ELLSWORTH COUNTY COMMISSIONER MEETING

 

MINUTES

 

January 10, 2011

 

The Board of Ellsworth County Commissioners convened this 10^th day of January 2011 at the Ellsworth County Courthouse. 

 

                                                            Members Present:

                                                            Albert W. Oller, 1^st District Commissioner

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner

                                                           

                                                                                                                       

OPENING BUSINESS:

 

Chairman Rush called the meeting to order at 9:00 a.m.

 

Commissioner Kueser moved to approve the Agenda as printed. Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Kueser moved to approve the Minutes of January 3, 2011.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

No one was present for the public forum.

 

APPOINTMENTS:

 

Kenny Bernard, Emergency Management Director, reported that the Storm Spotter meeting will be held at the Ellsworth Fire Station at 6:30 p.m. on February 24, 2011.  Also, Mr. Bernard asked the Commissioners to sign a Memorandum of Agreement For The Vulnerable Needs Registry.  This would serve as a database where individuals with vulnerable needs can register those conditions that would enhance emergency response.  Commissioner Kueser moved to enter into and sign the Memorandum of Agreement for the Vulnerable Needs Registry with the State of Kansas.  Commissioner Oller seconded the motion.  Motion carried 3-0.  Commissioner Kueser moved to endorse the County Emergency Operation Plan.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Rob Fillion, Director of Smoky Hill Economic Development, Inc., met with the Commissioners to discuss the Tax Increment Financing proposal that he is going to present to the City of Ellsworth at their meeting tonight.  If enacted, the city would create TIF districts that have potential development opportunities.  The TIP District would allow the additional tax revenue generated by these potential developments to fund the cost associated with developing the infrastructure needed for additional housing developments in the area.  He will visit again with the Commissioners when more information is available.

 

Commissioner Kueser moved to go into executive session to discuss non-elected personnel from 10:20 a.m. until 11:15 a.m.  Commissioner Oller seconded the motion. Motion carried 3-0.  The Commissioners returned to open session at 11:15 a.m.  The Commissioners gave instructions for salary increases for 2011 to the County Clerk to be formatted for approval at their meeting on Tuesday, January 18, 2011.

 

ELECTION OF OFFICERS & APPOINTMENTS FOR 2011:

 

Commissioner Rush moved to appoint Commissioner Terry L. Kueser as Chairman of the Board of County Commissioners for 2011 and Commissioner Albert W. Oller as Vice-Chairman.  Commissioner Oller seconded the motion. Motion carried 3-0.   Chairman Kueser assumed the position of Chairman and presided over the remainder of the meeting. Commissioner Rush moved to make the following appointments for 2011:

Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Judge Dale Urbanek gave the oath of office to Albert W. Oller, Ellsworth County Commissioner, 1^st District.

 

OLD BUSINESS:

 

There were no old business items.

 

NEW BUSINESS:

 

Commissioner Kueser moved to approve a Cereal Malt Beverage License to The Service Oil Company.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Rush moved to approve Abatements 43-63 in the amount of $15,493.98.  Commissioner Oller seconded the motion.  Motion carried 3-0.  Court ordered abatements in the amount of $15,404.80 for Iowa Trails Council were a portion of the abatements.

 

ADJOURNMENT:

 

Chairman Kueser adjourned the meeting at 11:50 a.m.
