ELLSWORTH COUNTY COMMISSIONER MEETING

 

MINUTES

 

December 13, 2010

 

The Board of Ellsworth County Commissioners convened this 13^th day of December 2010 at the Ellsworth County Courthouse.

                                                            Albert W. Oller, 1^st District Commissioner

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner

                                                           

                                                                                                                       

OPENING BUSINESS:

 

Chairman Rush called the meeting to order at 9:00 a.m.

 

Commissioner Kueser moved to approve the Agenda with a deletion. Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Kueser moved to approve the Minutes of December 6, 2010.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Brent Van Buren was present but did not want to address the Board.

 

APPOINTMENTS:

 

Rob Fillion and Curt Glaser, Smoky Hill Economic Development, introduced Olivia Soukup, their honorary board member from USD 327.  They have a program that will give a $500 scholarship to each of the honorary board members from USD #112 and USD #327.  In calculating this year's expenses, it appears that they will have some money remaining in their budget from the County and would like to receive a check for it.  Some of the proceeds will go to make their pledge to the Child Care Foundation and the rest to operations.  The County Clerk will send a check after all the expenses have been calculated.

 

Teresa Shute, Noxious Weed-Landfill Supervisor, presented a proposal from City Plumbing for additional electricity at the recycling building to run the baler.  The cost of an add three phase was $1,474 and add five phase was $1,798 plus an additional $1,020 to each proposal for labor.  The baler was a used baler and has been sitting for a couple of years; therefore, it was decided not to do anything at the present time.  Mrs. Shute reported she had gotten an operational plan from Kirkham, Michael & Associates for the new landfill pit.  The Commissioners had been told   all the application work was in to the State.  They asked that she keep them abreast of the situation and if need be, they would call Kirkham, Michael to expedite the progress.

 

Jo Funk, Salina-Saline County Health Department, presented a Quarterly Environmental Health Report showing the number of inspections, tests and etc. they had made on behalf of Ellsworth County during the third quarter.  Also, she presented information that showed the expense for Ellsworth County for the LEPP program went over the amount allotted by the state by $12,873.  Mrs. Funk brought a contract to be signed for 2011 between Ellsworth County and Saline County for the LEPP program for $12,800.  The Commissioners tabled the agreement until next week in order to give them time to read the contract.

 

Joe Shepack, County Attorney, visited with the Commissioner about liability and windfarm issues.  They also discussed juvenile detention and diversions.

 

OLD BUSINESS:

 

There were no old business items.

 

NEW BUSINESS:

 

Commissioner Kueser moved to approve two cereal malt beverage licenses, one for off- premise and one for on-premise for Smoky Hill Trading Post.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Kueser moved to appoint Dr. Dennis Kepka, Dr. Ronald Whitmer and Dr. Jerzy Slomka to a 4-year term as Deputy Coroner and Shawn McGowan, PA to a 1-year term as Special Deputy Coroner.  Commissioner Oller seconded the motion.  Motion carried 3-0.
