ELLSWORTH COUNTY COMMISSIONER MEETING

 

MINUTES

 

OCTOBER 25, 2010

 

The Board of Ellsworth County Commissioners convened this 25^th day of October 2010 at the Ellsworth County Courthouse. 

 

                                                            Members Present:

                                                            Albert W. Oller, 1^st District Commissioner

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner

                                                           

                                                                                                                       

OPENING BUSINESS:

 

Chairman Rush called the meeting to order at 9:00 a.m.

 

Commissioner Kueser moved to approve the Agenda with additions. Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Kueser moved to approve the Minutes of October 18, 2010.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

No was present for the Public Forum.

 

APPOINTMENTS:

 

Roger Masse, ECMC Administrator, presented the financial reports for the month of September showing a loss of $151,372.  However, some adjustments are expected from Medicare for 2009 and 2010.  The annual audit report will be ready in November.  Mr. Masse discussed employee insurance and some of the options they are considering because of the increase of premiums.  More information on the FEMA grant was distributed including what in-kind matches might be acceptable.  The additional property for the Wilson clinic is still in negotiations.

 

The Commissioners asked Ronda Kasiska, Health Supervisor, to come in to discuss the recent complaints about the Flu Clinic held in Holyrood.  Due to an illness of one employee and another on vacation, the clinic was delayed about 40 minutes and then when it did start, there were not enough supplies so it was delayed further and many of the people left without getting their flu shot.  Mrs. Kasiska apologized for the inconvenience but was at the school giving shots and had to wait until she finished.  The Holyrood clinic was called and told about the delay.  The Commissioners suggested that perhaps she review her scheduling of the clinics and try not to schedule too many in one day in case such an event would happen again.   Also, there was a complaint that someone showed up at the health department, but could not get a shot because a nurse was not available.  During these peek times when everyone it is trying to get shots, it was suggested that availability of a nurse in the office be considered in establishing the clinics.

 

Rick Nondorf, Road & Bridge Supervisor, presented contracts for signature on the Salt Mine Road project.  The Commissioners signed the contracts.  The weather has given the employees additional time to mow and trim and also work on the guardrails.  They discussed the in-kind work that might be requested by the hospital on their shelter and Mr. Nondorf said he would do what he could but only if a certified person was on site at the time.  He is looking at a new motor grader.  Right now he is comparing the Komatsu with the 670 John Deere that was recently purchased.  It appears the John Deere does not have as much power as the Komatsu.

 

OLD BUSINESS ITEMS:

 

There were no old business items.

 

NEW BUSINESS ITEMS:

 

Commissioner Kueser moved to approve a Refunding Warrant in the amount of $270.59.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

The County Clerk asked the Chairman to sign eight releases on the soft liens placed on the Welcome Home contracts.  The conditions of the contract have been met.  There are still two contract and they will expire this year.
