ELLSWORTH COUNTY COMMISSIONER MEETING

 

MINUTES

 

OCTOBER 18, 2010

 

The Board of Ellsworth County Commissioners convened this 18^th day of October 2010 at the Ellsworth County Courthouse.

                                                            Albert W. Oller, 1^st District Commissioner

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner

                                                           

                                                                                                                       

OPENING BUSINESS:

 

Chairman Rush called the meeting to order at 9:00 a.m.

 

Commissioner Kueser moved to approve the Agenda as printed. Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Rush moved to approve the Minutes of October 11, 2010.  Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

Bill Borden, Project Manager for Mid-Continental Restoration Co., informed the Commissioners of the work they had done on the replacement of the façade on the front of the Courthouse.  He explained they took off two roofs from the façade that were not part of the original design and did not replace them.  The Commissioners authorized the County Clerk to sign off on the completion of the project.

 

APPOINTMENTS:

 

Roberta Waymaster, Technology Committee, presented a proposal for the redesign of the website from Global Link.  The cost would be approximately $980 with down payment of at least half in order to start the work.  Commissioner Kueser moved to accept the proposal from Global Link to redesign the county website in the amount of $980 with an upfront payment of $490.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Sam Brownback, candidate for Governor of Kansas, David Brownback and John Thaemert, visited with the Commissioners.  The Commissioners asked that Mr. Brownback consider, if elected Governor, to restore the LAVTR to the counties and advocate for high-speed internet for the rural area.

 

Upon the request of Sheriff Tracy Ploutz, Commissioner Kueser moved to go into executive session to discuss non-elected personnel from 9:50 a.m. until 10:00 a.m.  Commissioner Oller seconded the motion.  Motion carried 3-0.  The Commissioners returned to open session at 10:00 a.m. and no action was taken.  Since Barton County is planning to use grant money to purchase the laser shot machine, he would like to use the $2,000 grant money the county can request from KCAMP to purchase a DVD recorder and camera for use in a vehicle.  The cost would be $5,000 for the DVD recorder and the rest of the money would come from his budget.  Commissioner Kueser moved to authorize Sheriff Ploutz to apply for and use the KCAMP grant money to assist in the purchase a DVD recorder/camera. Commissioner Oller seconded the motion.  Motion carried 3-0.

 

David Hotalen, Liberty Mutual Insurance Company, asked permission to contact county employee about purchasing a life insurance policy.  The premiums would be payroll deductible. The Commissioners agreed Mr. Hotalen could contact the employees.

 

Michelle Maze, EMS Director, presented the monthly financial reports.  Also, she presented a list of write-offs from 2004 – 2007 for approval.  Commissioner Kueser moved to approve write-offs in the amount of $9,830.45.  Commissioner Oller seconded the motion.  Motion carried 3-0.  Applications for the billing position closed on Friday and she received sixteen applications. Plans are to interview all of the applicants.

 

OLD BUSINESS:

 

There were no old business items.

 

NEW BUSINESS:

 

Commissioner Kueser move to approve the requested transfer of sick time from Ronda Kasiska to Ernie Kasiska.  Commissioner Oller seconded the motion.  Motion carried 3-0.
