ELLSWORTH COUNTY COMMISSIONER MEETING

 

MINUTES

 

SEPTEMBER 20, 2010

 

The Board of Ellsworth County Commissioners convened this 20^th day of September 2010 at the Ellsworth County Courthouse.

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner

                                                           

                                                                                                                       

OPENING BUSINESS:

 

Chairman Rush called the meeting to order at 9:00 a.m.

 

Commissioner Kueser moved to approve the Agenda with an addition. Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Kueser moved to approve the Minutes of September 13, 2010.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

No one was present for the Public Forum.

 

APPOINTMENTS:

 

Roger Masse, ECMC Administrator, distributed the financial report for August, 2010 showing a loss of $57,027.  They are considering changes to the financial reports to more accurately show the Rural Health Clinic income and expenses.  After going through cost analysis, there might have to be an increase in the medical visits fee.  Some information on the cost of the land between the old Dr. Whitmer office space and Opera House has been received and will be discussed with the Board of Directors.  All additional information requested from FEMA on the shelter has been forwarded to them and Beth Vallier has met with the child provider group about their concerns about a shelter.  It looks as if the child care center will be on the outer fringe of their shelter area and would not be advantageous for them to access in case of a storm.  They continue to work on guidelines necessary to access federal incentives in the new health plan.

 

Upon the request of Michelle Maze, EMS Director, Commissioner Kueser moved to go into executive session to discuss non-elected personnel from 9:48 a.m. until 10:05 a.m.  Commissioner Rush seconded the motion.  Motion carried 3-0.  County Attorney, Joe Shepack, was included in the executive session.  The Commissioners returned to open session at 10:05 a.m. and no action was taken.  Mrs. Maze reported that they had a leak on the north side of the building and they would be taking care of it this week.

 

Carl Miller, Appraiser, presented a letter from the State of Kansas PVD Department asking that the counties contribute to some enhancements to the Orion Appraisal System.  Three of the five proposed enhancements, we would use right away.  The State does not have the funds to pay for the enhancements and wanted Ellsworth County to pay $635.50.  Other counties will also be asked to pay.  Since the State was to pay for all the costs of the Orion system, Mr. Miller felt that he would like the Commissioners to decided, if all, or a portion of the requested payment be made.  Commissioner Kueser moved to pay $400 on the Orion enhancement system request.  Commissioner Rush seconded the motion.  Motion carried 3-0.

 

Kenny Bernard, Emergency Management Director, updated the Commissioners on projects he has been working on.  Some supplemental agreements from the cities needed to complete the Mitigation Plan have been received and the county's emergency plan updated.  Mr. Bernard reported the state has gone on their new digital radio system and responded to question from the Commissioners on the county's decision to stay on the analog system.

 

Bret Emberson with Hardman Benefit Plan showcased their services as advisors for employee benefit services.  Since the county has two years left on its contract for health insurance with the State of Kansas, such services are not needed at this time.  However, his information will be filed for future reference.

 

OLD BUSINESS:

 

The termination of employee was discussed during the executive session with Mrs. Maze and no action was taken.

 

NEW BUSINESS:

 

Commissioner Kueser moved to approve the 2011 Service Agreement with Central Kansas Mental Health Center.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

The Commissioners agreed to place ads in the Ellsworth County Independent/Reporter for two supplements they are doing for a total cost of $99.90.

 

ADJOURNMENT:

 

Commissioner Rush adjourned the meeting at 12:20 p.m.
