ELLSWORTH COUNTY COMMISSIONER MEETING

 

MINUTES

 

AUGUST 23, 2010

 

The Board of Ellsworth County Commissioners convened this 23^rd day of August 2010 at the Ellsworth County Courthouse.

                                                            Albert W. Oller, 1^st District Commissioner

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner

                                                           

                                                                                                                       

OPENING BUSINESS:

 

Chairman Rush called the meeting to order at 9:00 a.m.

 

Commissioner Kueser moved to approve the Agenda with an addition. Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Kueser moved to approve the Minutes of August 16, 2010.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

No one was present for the Public Forum.

 

APPOINTMENTS:

 

Roger Masse, ECMC Administrator, reported that the auditors have started their work and there might be some adjustments to the 2009 year.  The financial report showed a loss of $5,720 for July, the first month of the new fiscal year.  Other updates included decision to be made for electronic records to meet the guidelines of the new health bill;  Tammy Stefek was named Director of Nursing; there is not any additional word from FEMA on the storm shelter; and nothing concrete has been decided about the clinic in Wilson.

 

Tracy Ploutz, Sheriff, asked the Commissioners to sign the grant request through KCAMP to be given to Great Bend to help with the purchase of the full force simulator.  The request was signed.

 

Teresa Shute, Noxious Weed-Landfill Supervisor, explained that the e-waste that is presently going to Rice County is through a Rice County grant and that grant will expire next month.  They are applying for a new grant, but until that grant is received, there will be a charge for e-waste  accepted into the landfill. The last date the landfill will be accepting free e-waste is September 10^th.   Kirkham Michael & Associates reported that they had sent all the information requested by the State for the new pit and they are now waiting for it to be approved.  She received a letter from KDHE stating the samplings from the landfill wells were within the standard range and that testing would not have to be done again until 2015.

 

Rick Nondorf, Road & Bridge Supervisor, reported that they would be replacing a three ton bridge near Mark Barkow's residence in Ellsworth Township and they have started mowing out the blacktop roads.  He presented a contract with Kirkham Michael & Associates for pre-design and engineering on the Black Wolf Bridge, which is a State 80/20 project.  Commissioner Kueser moved to accept the contract with Kirkham Michael & Associates for pre-design and engineering in the amount of $59,000.  Commissioner Oller seconded the motion.  Motion carried 3-0.  Mr. Nondorf asked for authorization to purchase a backhoe.  The 1996 one will be used as a trade-in and the after trade-in cost will be $58,525.  Commissioner Kueser moved to approve the purchase of a Case 580 backhoe from Victor L. Phillips at a cost of $58,525.  Commissioner Rush seconded the motion.  Motion carried 3-0.
